[imText1]An analysis of a document distributed prior to the nuclear experiment to elite officials in September by North Korean authorities has gained interest as it contained expressions suggesting the state of the nuclear experiment.

A document recently circulated “Officials should return the great benefits and love received from the authority” stated “Our scientists and technicians are eager to report a major scientific breakthrough being equivalent to the ‘Gwangmyungsung 1 (reportedly an artificial satellite)’ to the authorities and they are in the final war for scientific breakthrough”

This document printed by the Chosun Worker’s Party was distributed to elite officials on September 18th and on the 9th of the following month, the nuke experiment was launched.

The document stated “All workers should regard our dictator with love and respect as he has trusted us and nurtured the pillar of our strong nation, raising our skills and tactics and constructing a strong socialist country.”

It seems that the main implication of this document is to inform elite officials that the project accomplishments are producing specific results and that the “major scientific breakthrough is equivalent to that of the Gwangmyungsung 1.” There have been assumptions that the Taepodong 1 launched by North Korea in `98 is the artificial satellite ‘Gwangmyungsung 1.’

Following a series of missile launches in July, analysts argue that the phrase “the final war for scientific breakthrough” was indicating a nuclear experiment.

Contrasting to the nuke missile scope, others suggest that it is difficult to utilize the phrase “major scientific breakthrough” amidst circumstances and hence there is a higher chance that the nuke experiment may be equivalent to the “Taepodong 1.”

It seems problematical for North Korean authorities to have used specific terms such as nuclear experiment in the documents published by the Chosun Worker’s Party Press especially with the nuclear experiment having been so secretive. There is a possibility that the “scientific breakthrough” mentioned in the document could be referring to the failed test launch of the Taepodong 2, though to claim this as the ever so big scientific breakthrough is rather unjustifiable.

If the terms in the document are referring to the nuclear experiment, then it could be analyzed that notifying measures were taken and preparations made during the few months, that the central authority elite officials were aware of this fact and that Kim Jong Il had been anticipating high expectations.

On the other hand, the document stated “What our party desires is a worker who acts not only with words but truly respects authorities” and using the example of the North’s scientific breakthroughs, urged the significance of project accomplishments.
