Selling Drugs to the People to Raise Government Fund

[imText1]The recent report from one of the South Korean government offices starts as the following.

“Recently there has been an increase of mixed drug use in the North Korean border areas, that not only the North Korean government but China worries about it.”

The report accurately analyzes how the North Korean drug market grew to be so big.

The National Security Department and District Security Enforcement Department’s Competition of Loyalty

There are two reasons why Kim Jong Il depends on the National Security Department and District Security Enforcement Department for selling drugs.

One, these departments are the two that control the border and the people; and two, the fact that the two departments have cooperative relationship (especially personal relationships among the officials) for the government work. Therefore, the two departments can secure the main routes for the drug smuggling.

However, the ground route through China makes less profit than previous routes by plane or ship. This is because the amount of drug transported is less while the cost of transportation and the risk rate is higher. They cannot ignore the regulations by the Chinese government. This is why the two departments in the rival relationship are put under more pressure to sell more drugs than the others. As a result, the two departments started to sell drugs inside North Korea.

Selling Drugs to the People to Meet the Set Amount of Drug Sales

Originally the drugs exported by the two departments through the route across China are the best quality drugs (also called “pine tree course”) produced in Heungnam Pharmaceutical Factory located in South Hamkyung province. They are sold 300 Chinese Yuan per gram (enough for 20 to 30 times of use), wholesale price. The deals are made in all parts of China at the price five times higher than the wholesale price and sometimes even in South Korean and Japan.
The various kinds of pep pills soled in North Korea are middle quality drugs (called “Bamboo Course”) produced in Ranam pharmaceutical factory located in North Hamkyung province, which are sold at a whole sale price that is one third of the pine tree course drugs (100 to 150 Chinese Yuan). Although the price and profits made are different, but they are also only dealt in foreign currencies, Chinese Yun or US dollars. This are very expensive compare to the price level in North Korea. However, once the two departments started to sell them to test, the drugs were sold as if everyone was craving for them. Most of the people who bought them were the “rich” people who succeeded in their businesses and had a lot of foreign cash.

Drugs Reached Yakuza, Three Party War

The unexpected selling rate led the departments to increase the amount of drug production for domestic sales. For that reason couple millions dollars of profit a month was not even a problem and it is known that the departments even received awards from Kim Jong Il. There was a third party that has been watching this phenomenon closely; it was Japanese Yakuza.

The Yakuza made deals with high skilled chemists and involved themselves in the North Korean domestic drug market. Yakuza bought and sold the lowest quality of the pep pills (called maehwa (a kind of apricot tree) course) in North Korea. The purpose of my first analysis on the North Korea revised criminal code and “reporting on smuggling recommendation” was the eradication of the Yakuza’s “maehwa course.”

Anyways, the National Security Department, the District Security Enforcement Department, and the Yakuza are in a competition and the number of drug addicts is fiercely increasing. Recently, it is reported that the drug smoking pipes are sold in the open markets in North Korea.

The Purpose is to Secure Dollars for Kim Jong Il

The record of North Korea evidently reports on a huge amount of trade deficit every year. What fills up North Korea’s annual trade deficit that amounts from 700 million to one 1 billion dollars is the drug smuggling. However, drug smuggling, which can be considered as North Korea’s string of life, is about to be cut due to the US-led Proliferation Security Initiative (PSI) regime. For this reason North Korea’s trade deficit will not decrease. This is because North Korean economy is unable to function normally and Kim Jong Il has to constantly find new secret routes for drug trafficking.

The most recent invention of Kim Jong Il is sale of fake cigarettes with American brands in China and North Korea. Due to Kim Jong Il’s greed for foreign currency, the North Korean people are becoming drug addicts.

Kim Jong Il’s Evil Doings to Come to an End With the Unity of the International Society

Most of the people becoming addicted to drugs are the “rich class” who must be Kim Jong Il regime’s support pillars. In order to earn dollars, Kim Jong Il is selling drugs to even his support groups.

There is a report about distribution of drugs to the government officials of the central departments including the Chosun Worker’s Party in Pyongyang two years ago. It says with the order from Kim Jong Il, drugs were distribute in order to increase work ethics, so they can “work harder, and do more work.” This is the part where we are assured of an utmost immorality.

The international society must completely bock North Korea’s drug trafficking and respond with trade ban or boycott movement of certain goods which will directly help raise fund for Kim Jong Il regime. The evil doings of Kim Jong Il must come to an end as soon as possible.
