Spreading Leaflets Has Serious Consequences

North Korean military authorities announced yesterday on the government controlled Chosun (North Korea) Central News Agency (KCNA) that crucial decisions will be brought into effect as promised during recent military talks if anti-North Korean activities continue.

North Korea raised objections to the execution of the Joint Fire Power Demonstration, which President Lee Myung Bak attended on the 26th of the last month in Pocheon, Gyeonggi Province, and criticized the spreading of leaflets, along with recent rumors about the fall of North Korea and rumors about preparing for an impending emergency.

The article called the Joint Fire Power Demonstration “preemptive strike preparations” by the South Korean military, and threatened that North Korea would respond with its own preemptive strike unimaginably stronger than nuclear weapons.

It also requested that South Korea carry out what was promised in the South-North declarations and agreements and said that “If South Korea’s words and actions differ we will have to make crucial decisions that include cutting all ties with South Korea.”

“Our military is expressing our firm standpoint,” it added, before reiterating the 3 aspects of North Korea’s position.

The first was regarding South Korean private organizations spreading leaflets. The article said, “It is South Korea’s attempt to hang on to anti-republic psychological warfare. If this continues, we cannot help but interrupt the workings of the Kaesong industrial complex.”

The second stated that South Korea will not be able to defend itself, even with its early warning system or its interception system if North Korea preemptively attacks. It claimed that “Our preemptive strike not only would cause a deluge of fire but make anything that is anti-nationalist and anti-unification into ashes; then we will build a self-reliant unified nation. It will be a war of justice.”

The third emphasized that if the historical North-South declarations and military agreements, primarily the June 15 or October 4 declarations, are “annulled [by South Korea], then the measures we will take will be decided by our strong military power.”

“Rather than just memorizing the declarations and trying to restart talks about carrying these declarations out, it is more important to actually put them into actions. Our army will closely observe the puppet nation’s movements in future,” it concluded.

North Korea had previously threatened during the South-North military working-level talks held on the 2nd of this month that if the illegal spreading of leaflets inside North Korea continue, then there would be negative consequences for the Kaesong industrial complex and its business. In its Rodong Shinmun (KWP-run newspaper) on the 16th of this month, North Korea claimed that South Korea was afflicting North Korean’s dignity by preparing for an emergency in North Korea and said that if South Korea “continues on this anti-republic path, then we will have no choice but to make the crucial decision to cut all ties with South Korea”.
