Russian Foreign Minister Sergey Lavrov has said the North Korean leadership is “sending signals” they are preparing to restart the six-party talks without preconditions.
Lavrov stated at a press conference yesterday that other participating countries are asking that the North first take steps to prove their sincerity.
“Russia is working to come to an agreement with China, who plays an important role in these talks,” he added.
