Plainclothes officers patrol areas around traveling Kim Jong Un

It has been reported that at least one local North Korean resident in Samjiyon County was arrested for making a telephone call to South Korea while Kim Jong Un was in the area to conduct on-the-spot guidance at a factory. The individual appears to have been unaware of the fact that the leader’s visit to any area means stricter controls.   
“A woman was arrested on the spot by officers and undercover personnel in plainclothes from the Ministry of State Security’s (MSS) Conspiracy Research unit,” a Ryanggang Province source reported in a telephone call with Daily NK on December 7. “The incident occurred on a hill behind a military command office of the Korean People’s Army 12th Corps.” 
“The individual had no idea that the top leader’s inspection visit to Samjiyon County results in a higher state of vigilance for the security agencies. She made a phone call to the outside world (South Korea), and got taken in by the SSD,” the source continued.
The area where the arrest occurred – a hill near a military command post – is normally seen as a quiet location, away from the watchful eyes of the MSS. The woman allegedly believed that she would be safe, but the visit from Kim Jong Un had the local authorities on higher alert and she was detected.”
“Because the resident was apprehended during the leader’s visit, it’s likely that the punishment will be severe. [Kim Jong Un’s] on-the-spot guidance is supposed to be providing help to us residents, but instead it suffocates us,” the source added.
According to the source, the Ryanggang Province MSS and personnel from the Ministry of People’s Security (MPS) have been cracking down on outsiders coming into Hyesan City and the Pochon County area since January 2017.
City and provincial officials have been disguising themselves as ordinary residents and patrolling areas near revolutionary historical landmarks and in the vicinity of Kim Jong Un’s present location. 
“Inspections and surveillance in the region have been tightened with the establishment of guard huts operated by the SSD. The Samjiyon County military have been mobilized to block the movement of vehicles as well,” a separate source in Ryanggang Province added.
“The fact that the movement of residents is still being controlled up to today [December 7] indicates that he [Kim Jong Un] is still in Samjiyon County. The sooner he goes, the sooner we will be able to return to our normal lives.”
The Rodong Sinmun’s December 6 article reports that Kim Jong Un visited a newly-built potato flour factory in Samjiyon County. North Korean media typically reveals the leader’s whereabouts one or two days after the appearance has been made. For this reason, it is assumed that he visited the factory on the 4th or the 5th. State media has not reported on his location since the factory appearance.
