It added that \u201cFurthermore, they suggested the human rights issue as a precondition for improving relations between the two countries.\u201d<\/p>\n
The website claimed that \u201chuman rights as a universal value transcending borders,\u201d asserted by the imperialists as their hypocritical tactic to excuse intervention in other country\u2019s domestic affairs and to pressure, invade and overthrow independent governments.<\/p>\n

The U.S. Congress will pass the \u201cNorth Korean Human Rights Act,\u201d again including an item to amend the authority of the State\u2019s Special Envoy for North Korean Human Rights in the upcoming session of Congress. <\/p>\n
