The North Korean Foreign Ministry said on the 10th, “We will make our best effort as a United Nations member state which has dignity in the anti-terrorism war, strictly adhering to a coherent position which opposes any kind of support for terror.”<\/p>\n
The Ministry, in a statement on this day, said, “The Foreign Ministry of DPRK, according to the mandate of the government, declares the following: we will actively cooperate in implementing effective measures for wholly supporting the effort of the international society to prepare an international law system which opposes terror.”<\/p>\n
It can be interpreted that the reason for North Korea emphasizing the “mandate of the government” and coming forward to announce its statement is to urge the U.S. to remove North Korea from the U.S.’ designation as a terrorism-sponsoring country. While the Bush administration was preparing to remove North Korea from the list of terrorist-sponsoring countries, several U.S. congressmen opposed the move.<\/p>\n
Therefore, the U.S. has insisted on the need to confirm whether North Korea has satisfied the international anti-terrorism standards and the UN rules and regulations as well as restraining from supporting terrorism organizations and not involving itself in any form of terror, with the removal of North Korea’s terrorism-sponsoring country designation ahead.<\/p>\n
Simultaneously, the statement emphasized, “We will actively participate in the international effort to make sure that the materials, equipment, and technology, which can be used for nuclear and biochemical or radioactive weapons, do not end up in the hands of terrorists or their support organizations.” According to what was pledged at the Six Party Talks and the Foreign Ministry\u2019s statement on October 3rd, 2006, it also stated, “Our [the North’s] responsibility in nonproliferation areas will be faithfully carried out.” <\/p>\n
Moreover, “The North Korean government has consistently adhered to the position of opposing all forms of terror or from supporting terror.” It listed off the 2000 Russo-North Korea Joint Declaration, the 2001 Russo-North Korea Moscow Declaration, the 2000 U.S.-North Korea October Joint Declaration and Joint Communique, and the expression of opposition against the 2003 Saudi Arabia Riyadh Bombing and the 9-11 terror as precedents.<\/p>\n
The Ministry stated “Our aggressive anti-terrorism position can be found in the actual assistance for international anti-terrorism efforts.” It considered as examples supporting anti-terrorism measures on the UN stage, such as the implementation of United Nations Security Council Resolution 1373 in 2001, the adoption of the UN Global Counter-Terrorism Strategy in 2006, and the 2000 UN General Assembly Resolution, Measures to Eliminate International Terrorism. <\/p>\n
Also, it put forward as evidence North Korea’s consistent anti-terrorism position, such as independently joining anti-terrorism international conventions, such as the 2001 “International Convention against the Taking of Hostages” and the “Convention on the Prevention and Punishment of Crimes against Internationally Protected Persons, including Diplomatic Agents.” <\/p>\n
The statement further described in detail, “To the committee organized according to the 2004 UN Security Council Resolution No. 1267, we have reported that we have no connection to the Taliban or Al-Quada nor to individuals, groups, or businesses related to them and have faithfully implemented measures proposed in other related resolutions.<\/p>\n
Regarding this statement, U.S. Department of State spokesman Sean McCormack revealed on the same day, \u201cWell, we certainly welcome the statement,” and continued “There is a process that is on the books for considering whether or not a country makes it onto the list of state sponsors or whether or not their actions have merited their coming off that list.
