In the runup to North Korea’s commemoration of the 110th birthday of late national founder Kim Il Sung on Apr. 15, the Workers’ Party is providing encouragement to women who have many children by visiting their homes to provide them with special holiday supplies.<\/span><\/p>\n

Kim\u2019s birthday, called the Day of the Sun, is the biggest holiday in North Korea.<\/span><\/p>\n

According to a Daily NK source in Pyongyang on Monday, on Apr. 5 the propaganda and agitation department of Pyongyang\u2019s municipal party committee ordered the propaganda departments of district party committees to visit the homes of not only \u201cmaternal heroes\u201d in the city, but also the homes of women who have given birth to three children or more to resolve any problems they have and to provide special holiday supplies.\u00a0<\/span><\/p>\n

The source said the party believes women who have had many children since the Fourth National Meeting of Mothers in 2012 are \u201cpatriots and people of merit.\u201d He said the party decided that this year, a full decade after the meeting, it should commend the women on the Day of the Sun, an effort underway as a party activity.<\/span><\/p>\n

North Koreans are finding it extraordinary that the party is giving women with many children the same special holiday supplies as individuals entitled to continuous support, such as individuals close to the country\u2019s top leadership or the families of independence fighters and war veterans.\u00a0<\/span><\/p>\n

Pyongyang included in the provision not only women who gave birth to many children, but also families who adopted orphans. It also ordered the secretaries of propaganda departments in district-level party committees to visit their homes.\u00a0<\/span><\/p>\n

Moreover, Pyongyang’s municipal party committee joined hands with the municipal people\u2019s committee to rally district food shops, foodstuff factories, clothing plants and stores selling industrial goods, seafood, and fruits and vegetables to ensure special holiday supplies are distributed. They will provide these supplies to eligible individuals for free.<\/span><\/p>\n

District party committees are responding by receiving lists of eligible mothers through neighborhood party committees, and visiting families to distribute supplies secured from manufacturers and sellers. According to the source, the effort began on Apr. 7, with supplies continuing through the end of the month.<\/span><\/p>\n

The source said that Pyongyang\u2019s party committee did not designate a uniform list of supplies. Instead, each district of the city is providing supplies to the best of its ability, reporting the results to the municipal party committee. In doing so, the municipal party committee is generating competition between districts.<\/span><\/p>\n

The source said the government is showing special consideration to women with many children on the holiday to actively encourage women to have more children.\u00a0<\/span><\/p>\n

With low birth rates a serious social issue worldwide, even North Korea \u2014 worried that its population may fall \u2014 has been implementing policies to encourage births.<\/span><\/p>\n

In fact, North Korea amended its labor law and women\u2019s rights protection law in 2015 to lengthen maternity leave from five months (60 days before delivery, 90 days after) to eight months (60 days before delivery, 180 days after). It also adopted a system to shorten work hours for working women with multiple children. Moreover, it designates women who have 10 or so kids as \u201cmaternal heroes,\u201d providing them with the same benefits as people who have contributed to the nation.<\/span><\/p>\n

The source said the special holiday provision \u2014 rather than mere talk about the state extending preferential treatment to women who give birth \u2014 is meant to show there are visible advantages to having children and to underscore how women who have many children are heroes who benefit the nation.<\/span><\/p>\n

The source added that households with many children are welcoming the measure, saying it now really feels like a holiday.<\/span><\/p>\n
