The state followed past practice and sold the food at lower-than-market prices\u2014KPW 4,000 per kilogram of rice.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After implementing economic reform measures on July 1, 2002, North Korea raised the state-set prices of food, consumer goods and housing\u2014which, until that point, had been more or less free\u2014and adopted so-called \u201cration pricing\u201d and \u201cpurchase pricing.\u201d This system was applied to the latest food provision as well.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In Pyongyang, the authorities supplied food between Sept. 1 and Sept. 8.
