The order comes amid North Korean leader Kim Jong Un\u2019s recent emphasis on the issue of child rearing.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kim has stressed the \u201cparty-focused system of management and responsibility\u201d since the Eighth Party Congress in January. The order to eliminate personal nannies can be understood within this context as a signal that the authorities plan to expand people\u2019s use of state-run childcare centers.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to a Daily NK source in Pyongyang on Monday, the city\u2019s party committee issued a directive on June 22 for all party committees in government organizations, workplaces, and localities (administrative divisions and administrative <\/span><i><span style=\"font-weight: 400;\">dong<\/span><\/i><span style=\"font-weight: 400;\">) to implement decisions made during the Third Plenary Meeting of the Eighth Central Committee.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Specifically, the municipal party committee ordered that the managers of all party organizations ascertain the precise state of childcare centers and kindergartens and report what they have done to improve conditions in these facilities. The committee also ordered party officials to turn such facilities into \u201cplaces where women will have no problem leaving their children.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Daily NK confirmed that the same order was issued in South Pyongan Province as well. A source in the province said Sunday that party organizations \u201cat the provincial, city, county, village, district and even <\/span><i><span style=\"font-weight: 400;\">inminban <\/span><\/i><span style=\"font-weight: 400;\">[people\u2019s unit] level\u201d are discussing and handing out tasks regarding the \u201crepair, improvement, and supply of childcare centers, kindergartens and secondary academies.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The source said that the country\u2019s leaders believe that mothers refuse to leave their children at daycare facilities because of \u201cbad conditions,\u201d namely that such places are \u201cunhygienic, [too] cold, or [too] humid.\u201d According to him, party officials harshly criticized this state of affairs as reflecting the \u201cviews held by local party managers toward [North Korea\u2019s] future generations and the [North Korean] people.\u201d<\/span><\/p>\n<figure id=\"attachment_48819\" aria-describedby=\"caption-attachment-48819\" style=\"width: 1000px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-48819\" src=\"https:\/\/www.dailynk.com\/english\/wp-content\/uploads\/sites\/2\/2021\/06\/\ubd81\ud55c-\uc544\uc774\ub4e4.jpg\" alt=\"\" width=\"1000\" height=\"553\" srcset=\"https:\/\/www.dailynk.com\/english\/wp-content\/uploads\/sites\/2\/2021\/06\/\ubd81\ud55c-\uc544\uc774\ub4e4.jpg 1000w, https:\/\/www.dailynk.com\/english\/wp-content\/uploads\/sites\/2\/2021\/06\/\ubd81\ud55c-\uc544\uc774\ub4e4-300x166.jpg 300w, https:\/\/www.dailynk.com\/english\/wp-content\/uploads\/sites\/2\/2021\/06\/\ubd81\ud55c-\uc544\uc774\ub4e4-768x425.jpg 768w, https:\/\/www.dailynk.com\/english\/wp-content\/uploads\/sites\/2\/2021\/06\/\ubd81\ud55c-\uc544\uc774\ub4e4-696x385.jpg 696w, https:\/\/www.dailynk.com\/english\/wp-content\/uploads\/sites\/2\/2021\/06\/\ubd81\ud55c-\uc544\uc774\ub4e4-759x420.jpg 759w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><figcaption id=\"caption-attachment-48819\" class=\"wp-caption-text\">North Korean children \/ Image: Seokwang<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">Stressing the need for party officials to take charge, North Korea\u2019s leadership appears to be pressuring party organizations to improve conditions at childcare centers \u201cself-reliantly.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">North Korea\u2019s leadership is blaming women with children as well, slamming the hiring of nannies as \u201cindividualism in the selfish pursuit of one\u2019s own comfort.\u201d This is apparently a call for restoring North Korea\u2019s own brand of collectivism.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Moreover, the leadership is spreading propaganda calling on women to follow the example of the Kim Il Sung era\u2019s \u201cChollima spirit.\u201d The propaganda claims that parents during that era \u201cdid not soothe children with blind love, but trusted the state and the collective by leaving them at childcare centers and kindergartens.\u201d As a result, the propaganda says, those children \u201cbecame the creators of miracles and exploits in factories and agricultural villages.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">North Korea\u2019s leadership has further claimed that hiring nannies is \u201cnon-socialist and anti-socialist.\u201d They view the hiring of nannies and home tutors as \u201cpoison left over from the old ideology of rotten capitalism.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Accordingly, the leadership has hinted that families that hire nannies will face \u201clegal punishment\u201d akin to those meted out to people who watch South Korean TV programs or listen to foreign radio broadcasts. Daily NK understands from sources in the country that the authorities are saying that the society must wage a \u201csharp struggle to eradicate [keeping] nannies\u201d and that offenders will face punishment \u201cwithout question.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In reality, however, North Korean women are giving these government claims a lukewarm response. Generally, their position is that if they are hiring nannies on their own dime, that is their own choice. This demonstrates that the worldview of North Korean women, who have actively latched onto the country\u2019s slide towards a market economy, is more \u201cindividualistic\u201d than the leadership believes.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Many women are criticizing the government\u2019s priorities.
