In essence, these measures require that the movement of all animals, as well as people, be reported, no matter how small.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In particular, these new provisions stated that all households must securely leash their dogs, and emphasized that people should not raise cats.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This echoes recent cat extermination efforts that are ongoing in places like Sinuiju, North Pyongan Province. These efforts have been interpreted as an attempt to curb the possibility of virus transmission through these so-called \u201cbeasts.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Students are also only allowed to do simple exercises between 1 PM and 2 PM on their front yards or in their apartments. This means that they are not allowed to leave their houses except at this time. Local officials, who have installed guard posts at the entrances of the markets, have essentially announced that they will not tolerate any activity that takes place &#8220;outside of their remit.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Similar measures were applied to adults. Job seekers, unemployed people, those who have not registered a place of residence, and those who have failed to renew their civil documents were told to handle their civil affairs quickly.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Additionally, everyone is\u00a0 required to check their temperature at their workplaces every morning and sanitation officers go house-to-house to conduct medical examinations and measure body temperatures. After tracking any changes, they must make reports to the local district office by 9 AM.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Finally, it was emphasized that everyone is to immediately inform the <\/span><i><span style=\"font-weight: 400;\">inminban <\/span><\/i><span style=\"font-weight: 400;\">and local district offices separately of any unexpected issues that arise within their jurisdictions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There is speculation that local district offices are simply monitoring people\u2019s every move under the pretense of COVID-19 quarantine measures.
