{"id":46082,"date":"2020-08-18T17:00:07","date_gmt":"2020-08-18T08:00:07","guid":{"rendered":"https:\/\/www.dailynk.com\/english\/?p=46082"},"modified":"2020-08-18T14:01:40","modified_gmt":"2020-08-18T05:01:40","slug":"following-hyesan-explosions-authorities-investigate-gas-canister-smuggling","status":"publish","type":"post","link":"https:\/\/www.dailynk.com\/english\/following-hyesan-explosions-authorities-investigate-gas-canister-smuggling\/","title":{"rendered":"Following Hyesan explosions, authorities investigate gas canister smuggling"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">After a <a href=\"https:\/\/www.dailynk.com\/english\/explosions-hyesan-kill-nine-injure-at-least-30\/\">series of gas explosions<\/a> in Hyesan, North Korean authorities appear to be trying to stem the flow of &#8220;illegal&#8221; liquid petroleum gas (LPG) gas canisters into the country, Daily NK has learned.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to a source in Yanggang Province on Aug. 12, Hyesan\u2019s Ministry of Social Security and the municipal people\u2019s committee have begun an intensive investigation into how gas cylinders have been purchased by locals. People living in Tapsong District, where the explosions occurred, as well as those in nearby districts, are being grilled about where they acquired the canisters from.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The authorities have reportedly deemed the use of such gas canisters as \u201cillegal\u201d because the canisters never received &#8220;state permission&#8221; to be imported.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This move appears to be an attempt to shift the blame for the Aug. 3 incident onto local people and &#8220;show off&#8221; the fact that the authorities are conducting an investigation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The authorities also aim to stop any smuggling of the gas canisters into the country. The source told Daily NK that the authorities are investigating how the canisters are purchased with a view to round up smugglers and their accomplices.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Locals, however, have expressed discontent with the direction of the investigation, pointing out that the government has never raised an issue with the gas canisters so far. According to the source, some are complaining that they are mystified by the government\u2019s response given that the authorities have told everyone to \u201cfend for themselves.\u201d\u00a0<\/span><\/p>\n<figure id=\"attachment_45905\" aria-describedby=\"caption-attachment-45905\" style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-45905\" src=\"https:\/\/www.dailynk.com\/english\/wp-content\/uploads\/sites\/2\/2020\/08\/Capture-explosions-hyesan-300x167.jpg\" alt=\"hyesan\" width=\"300\" height=\"167\" srcset=\"https:\/\/www.dailynk.com\/english\/wp-content\/uploads\/sites\/2\/2020\/08\/Capture-explosions-hyesan-300x167.jpg 300w, https:\/\/www.dailynk.com\/english\/wp-content\/uploads\/sites\/2\/2020\/08\/Capture-explosions-hyesan.jpg 694w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-45905\" class=\"wp-caption-text\">Video capture of explosions in Hyesan on Aug. 3. \/ Image: Daily NK<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">Many locals reportedly believe that the investigation is simply a formality. \u201c[The authorities] won\u2019t discover the source [of the gas canisters] because people stick firmly together [in not divulging the smuggling routes],\u201d the source said, adding, \u201cThe authorities have no alternatives, and even government officials are using [the canisters], so the state isn\u2019t likely to confiscate all the canisters people own.&#8221;\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lectures are also being held during <\/span><i><span style=\"font-weight: 400;\">inminban <\/span><\/i><span style=\"font-weight: 400;\">meetings to urge locals to prevent a repeat of Aug. 3, according to the source.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c<\/span><span style=\"font-weight: 400;\">At the meeting, it was stressed that everyone needs to be mindful that accidents can happen at any time, and to always be careful when smoking cigarettes,\u201d the source said.
