{"id":45755,"date":"2020-07-24T16:00:35","date_gmt":"2020-07-24T07:00:35","guid":{"rendered":"https:\/\/www.dailynk.com\/english\/?p=45755"},"modified":"2020-07-24T15:21:21","modified_gmt":"2020-07-24T06:21:21","slug":"kim-yo-jong-leads-stipend-scheme-encourage-more-child-births","status":"publish","type":"post","link":"https:\/\/www.dailynk.com\/english\/kim-yo-jong-leads-stipend-scheme-encourage-more-child-births\/","title":{"rendered":"Kim Yo Jong leads stipend scheme to encourage more child births"},"content":{"rendered":"<p>North Korean leader Kim Jong Un&#8217;s sister, Kim Yo Jong, is leading an effort to pay out stipends aimed at encouraging North Koreans to have more children, a story first reported by North Korean state-run outlet Naenara.<\/p>\n<p><span style=\"font-weight: 400;\">\u201cComrade Kim Yo Jong ordered the Cabinet to send up a petition [to Kim Jong Un] about the stipend scheme,\u201d a source in North Korea told Daily NK on Wednesday. \u201cThings moved forward when Kim gave his approval.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Daily NK reported recently that Kim Yo Jong has also been credited with <a href=\"https:\/\/www.dailynk.com\/%ED%8F%89%EC%96%91%EC%82%B0%EC%9B%90%EC%97%90-%EB%A6%AC%EC%84%A4%EC%A3%BC-%EA%B9%80%EC%97%AC%EC%A0%95-%ED%8A%B9%EB%B3%84%EC%95%BD-%EC%84%A0%EB%AC%BC-%EB%82%B4%EB%A0%A4%EC%A0%B8%EC%9D%B8\/\">gifting medicine<\/a> to new mothers at a hospital in Pyongyang. The stipend seems to be part of a broader strategy to show her \u201clove of the people.\u201d\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c<\/span><span style=\"font-weight: 400;\">The stipend scheme is aimed at boosting trust in the socialist healthcare system with a view to encourage people to have more children, while also providing support for young children who, of course, are vulnerable to contagious diseases,\u201d the source said. \u201cFamilies with children under five years old received KPW 7,500 each.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Indeed, the stipend appears to have come in response to growing numbers of North Korean families avoiding having children due to economic difficulties and high child rearing costs. The stipend may also be considered a kind of \u201cdisaster relief payment\u201d stemming from difficulties due to COVID-19.\u00a0<\/span><\/p>\n<p>SMALL IN VALUE<\/p>\n<p><span style=\"font-weight: 400;\">The stipends are, however, quite small when compared with what the South Korean government has given to families with children.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The South Korean government has issued families with childcare coupons worth some KRW 400,000 per child. The country also provides support to families to pay for childcare services, among other benefits.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Daily NK\u2019s source said, however, that while North Korea\u2019s stipends \u201cmay be small, they are the first such financial incentives [to encourage people to have more children] the state has given out in a long time.\u201c\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Yet, he pointed out that \u201cmany households are unhappy that the stipends are so small in value\u201d and that \u201cthe stipend is enough to purchase 1.8 kilograms of rice, so it will only help families feed themselves for a couple of days.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In Pyongyang, one kilogram of rice costs KPW 4,100 (as of July 1). Currently, one USD is equivalent to KPW 8,300, which means the value of the stipend is less than one American dollar.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Even more troubling is the fact that the stipend has only been given out to a small portion of North Koreans living in urban areas.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe stipend was not paid to citizens nationwide,\u201d the source confirmed, adding, \u201cIt was mainly given to people in Pyongyang. In areas outside the capital, only families with both parents working for state-run businesses received it.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">From June 15, local district offices and <\/span><i><span style=\"font-weight: 400;\">inminbans<\/span><\/i><span style=\"font-weight: 400;\"> (North Korea\u2019s lowest administrative unit), under the leadership of local people\u2019s committees, started to put together lists of beneficiaries of the stipends based on birth records held by the Ministry of Social Security, according to the source.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThis job took a month, and the stipend was paid after local district offices and police stations checked the lists one more time,&#8221; the source added.\u00a0<\/span><\/p>\n<p>THE ELDERLY IN, SINGLE-PARENT FAMILIES OUT<\/p>\n<p><span style=\"font-weight: 400;\">The source did report, however, that <\/span><span style=\"font-weight: 400;\">\u201cchildren born out of wedlock or whose birth papers were not registered with the police are ineligible for the stipend &#8211; even if they are under the age of five.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In North Korea, single parents cannot register births of children.
