North Korean leader Kim Jong Un explained to Party officials the plan he intended to propose to the US for \u201cstep-by-step, gradual\u201d dismantlement of the country\u2019s nuclear and missile programs, specifically Yongbyon and intercontinental missiles, to \u201clift international sanctions.”<\/p>\n

The report suggests that Kim thus had no interest from the beginning in the \u201cbig deal\u201d that the US had long emphasized.<\/p>\n

According to a high-level source in Pyongyang, Kim sent instructions down to officials at the director level and above in the Central Party in mid-February stating, \u201cWe must achieve the three tasks in the US-DPRK summit and put the legacies of the Great Leaders (Kim Il Sung and Kim Jong Il) into practice.\u201d<\/p>\n

The three tasks Kim referred to included: 1) lifting of the economic blockade (sanctions); 2) displaying the Republic\u2019s (North Korea\u2019s) intent to dismantle its nuclear and missile programs in a gradual fashion; and 3) the establishment of a plan for step-by-step verification and a roadmap to accomplish this over several years.<\/p>\n

In other words, Kim informed party officials before the summit of his strategy to persuade the US to yield in its demands.<\/p>\n

\u201c[Kim Jong Un told the officials] that North Korea must permit the verification of Yongbyon and the Sinpo-Kumho area by the US and conduct in-depth working-level negotiations to get the economic sanctions lifted,\u201d the source told Daily NK. \u201cKim seemed to believe that would put North Korea in an advantageous position.\u201d<\/p>\n

The Kumho area is a nuclear facility located in South Hamgyong Province and is where a \u201chard water plant\u201d constructed by South Korea was built in accordance with the Geneva Agreement of October 1994. Experts say that the site has already been dismantled. Moreover, while the closing of Yongbyon is significant because the site is home to a nuclear fissile material reprocessing facility, experts point out that Yongbyon is not the central facility of interest in North Korea\u2019s nuclear program.<\/p>\n

On March 28, US President Donald Trump said that one of the reasons the US and North Korea had failed to find agreement was because another previously unknown nuclear facility had been identified.<\/p>\n

Given these circumstances, the primary reason for the failure of the Hanoi summit was likely due to differences in perception between the two sides over the dismantlement and verification of North Korea\u2019s nuclear and missile program. North Korea was only willing to shut down Yongbyon – a site of uranium enrichment and plutonium production – while the US emphasized the dismantlement of North Korea\u2019s entire nuclear program, from its nuclear material storage facilities and nuclear weapons production facilities to its means of transporting such weapons.<\/p>\n

A separate source in Pyongyang familiar with the lecture reported that Kim also reportedly emphasized to party officials his justifications for continuing nuclear weapons development, noting the \u201cimpossibility of the country giving up its nuclear weapons\u201d which was likely aimed at preventing unrest among party members.<\/p>\n

\u201c[Kim] said that the nuclear weapons development undertaken by our Republic is aimed at ensuring peace in East Asia and our own country\u2019s defense,\u201d he said.<\/p>\n

\u201cThe US-DPRK summit was also described as a significant event that would show off the great determination of our party and government to contribute to world peace as a sovereign nation.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
