North Korean authorities have ordered officials in Nampo<\/a> to overhaul the city’s administrative, industrial and public health systems to reflect deepening Russia ties<\/a>, according to sources, as Pyongyang marked the second anniversary of a bilateral treaty with Moscow in 2026.<\/p>\n\n\n\n

A source in South Pyongan province told Daily NK on Thursday that the Workers’ Party of Korea’s Propaganda and Agitation Department, the WPK body that produces and enforces ideological messaging nationwide, sent a detailed directive to the Nampo city party committee on June 30. The timing coincided with the second anniversary of the Treaty on Comprehensive Strategic Partnership, the sweeping cooperation agreement Kim Jong Un and Russian President Vladimir Putin signed in June 2024.<\/p>\n\n\n\n

The source said the directive goes well beyond promoting diplomatic friendship, calling for an overhaul of the city’s internal systems to bring them in line with Russian models.<\/p>\n\n\n\n

According to the source, the most striking element of the directive orders special treatment for the families of North Korean soldiers killed or wounded while fighting on Russia’s front lines, treating them on par with wartime meritorious citizens. The party has directed that these families receive priority allocation of goods supplied to Nampo’s special facilities and guaranteed admission for their children to higher-level schools. The measure appears designed to honor those who fought for the state as “heroes of the republic,” easing internal discontent over troop deployments and encouraging loyalty.<\/p>\n\n\n\n

Russian-language and medical training added to directive<\/strong><\/h2>\n\n\n\n

The directive also requires workers at Nampo port and at factories producing goods for Russia to complete mandatory training in basic Russian conversation and technical vocabulary. The source said the measure follows a rise in trade volume tied to military and economic goods bound for Russia<\/a>, with officials seeking to let workers communicate directly with Russian inspectors and technicians on-site.<\/p>\n\n\n\n

In the health sector, the directive calls for adopting the latest Russian medical standards and equipment protocols. The party has ordered Nampo Medical University and major hospitals to organize teams of doctors to receive training in Russian medical technology, a measure aimed at managing advanced medical equipment expected to arrive from Russia and deepening the health sector’s reliance on Russian cooperation.<\/p>\n\n\n\n

The directive additionally instructs officials to emphasize a joint stance with Russia against the United States<\/a> in ideological education. Youth league members and workers in Nampo are now required to regularly watch Russian war films and propaganda material depicting the fight against “American imperialists and their followers,” with the content built into mandatory ideological education sessions. The measure appears intended to justify Russia’s war <\/a>to the North Korean people and build a sense of solidarity between the two countries.<\/p>\n\n\n\n

The scale and range of the directive, covering everything from benefits for soldiers’ families to Russian-language education, health cooperation and propaganda, has reportedly left local party officials and the North Korean people in Nampo uneasy.<\/p>\n\n\n\n

“Locally, people are saying this isn’t just cooperation between states, it’s like they’re trying to fit our own system into Russia’s system,” the source said. “Some officials feel the character of North Korea-Russia relations has changed entirely.”<\/p>\n\n\n\n
