To what extent<br \/>\nhave these measures, dubbed the strongest ever on Pyongyang, been having an<br \/>\neffect on the North? <o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Let\u2019s start off by looking at what we can<br \/>\nsee in the mainstream press. A North Korean vessel blacklisted by the UN was<br \/>\nrecently detained by the Philippine government and later released, while other<br \/>\nships have been banned from making port entry in China. Some countries have<br \/>\ncanceled registration of ships operating under \u2018flags of convenience,\u2019 which<br \/>\nhad previously enabled North Korean vessels to conceal their origins by registering<br \/>\nin a different country. North Korean restaurants operating overseas have also<br \/>\nseen customer numbers dwindle, in some cases leading to shutdowns.<o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Screening of cargo going in and out of the<br \/>\nSino-North Korean border has also seemingly been strengthened. With remittances<br \/>\nfrom overseas being harder to make, incidents of North Korean individuals<br \/>\nattempting to travel home with cash have also been exposed by local<br \/>\ngovernments. A North Korean diplomat was recently sent back from their mission<br \/>\noverseas after being caught engaging in illicit activities. All things<br \/>\nconsidered, stronger restrictions imposed by the international community seem<br \/>\nto be having some degree of tangible effect on Pyongyang\u2019s foreign currency<br \/>\nearning operations. <o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Notably, it appears that these changes have<br \/>\nnot had a significant impact on conditions within the North just yet. There<br \/>\nhave been some reports of panic buying and an ensuing \u201csurge in market rice<br \/>\nprices by 500 KPW overnight,\u201d but most media organizations reporting on the<br \/>\nNorth agree that rice prices remain stable or have only seen a slight increase.<br \/>\nNews of fresh sanctions spreading within the North has caused some signs of<br \/>\nanxiety, but this has not led to tangible changes that have affected the<br \/>\ngeneral public. <o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">To sum up, UN measures against the North<br \/>\nare starting to play out one at a time, but at this point, it is difficult to<br \/>\njudge the extent of the consequences it has had on the country. <o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\"><b>Effects may later surface<\/b><o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Clearly, it is still premature to assess<br \/>\nthe full impact of the sanctions. However, it can be concluded that Pyongyang<br \/>\nis wary of the measures from the fact that it has recently reminded its<br \/>\ncitizens of the &#8216;Arduous March.&#8217; In a March 28 article on political affairs in<br \/>\nthe Party\u2019s mouthpiece, the Rodong Sinmun, it asserted, \u201c[The people must]<br \/>\nunite and protect Kim Jong Un even if it means undergoing another Arduous March<br \/>\nof eating grass roots.\u201d An official newspaper putting forth this statement<br \/>\nsignals how seriously Pyongyang is taking the current situation. <o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">If the sanctions continue to place<br \/>\nrestrictions on North Korea\u2019s foreign operations, trade companies will take a<br \/>\nhit, negatively impacting the \u2018loyalty funds\u2019 that flow into Kim Jong Un\u2019s<br \/>\ncoffers. It will also threaten the livelihoods of those working at such<br \/>\ncompanies. With rumors about the sanctions abounding, if the imports from China<br \/>\nthat sustain North\u2019s markets start to dip and this triggers even the smallest<br \/>\ndegree of panic buying, it could spread like wildfire. The greatest<br \/>\ndestabilizing factor is rice prices, especially with the \u2018barley hump\u2019 coming<br \/>\nin the near future. By early May, when the 7th Party Congress is set to take<br \/>\nplace, the North may be facing a significant number of difficulties. <o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\"><b>Still too many variables <\/b><o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">This is all under the assumption that sanctions<br \/>\nwill actually have a major impact on the North, but caution is warranted before<br \/>\nplacing too much weight on such projections. There is still the China variable,<br \/>\nand not knowing whether Beijing will uphold these strong sanctions adds further<br \/>\ncomplexity to the dynamics within Northeast Asia. Even if the North were to<br \/>\nencounter difficulties, it must also be noted that the current circumstances<br \/>\nare very different from the mid-1990s, when the country experienced the<br \/>\n\u2018Arduous March.\u2019 At that time, many relied heavily on state rations only to<br \/>\nface starvation. In contrast, North Korean citizens have now become accustomed<br \/>\nto ensuring their own means of survival. <o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">A number of outstanding variables will<br \/>\ninfluence the extent of the impact that sanctions will have on the North.
