Image: Daily NK<\/a><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><\/b><\/i><\/p>\n<p class=\"MsoNormal\"><i><b>&#8220;If you listen carefully to children<br \/>\nhumming in North Korea, you will realize they are not humming North Korean<br \/>\nsongs, but rather songs played via South Korean broadcasts targeting North Korea. Children<br \/>\nalso know that Kim Jong Un weighs more than 100kg. It\u2019s because they are<br \/>\nrepeating what they hear from their parents, who listen to these foreign programs; I<br \/>\nthink at least 30-40% of North Koreans are listening to pirate radio.\u201d<\/b><\/i>&nbsp;<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Kim Cheol Su, who was born in Pyongsong City, South Pyongan<br \/>\nProvince and defected from North Korea last year, testified<br \/>\nthat listening to the broadcasts made him realize the true nature of Kim Jong<br \/>\nUn\u2019s dictatorship. Amidst growing curiosity regarding the sensitive response by<br \/>\nthe North Korean authorities to the propaganda broadcasts at the DMZ, the Daily NK, together<br \/>\nwith Dailian News, hosted an expert roundtable to discuss the effects of the<br \/>\npropaganda broadcasts and the search for stronger measures that could be taken.<\/span>&nbsp;<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">On the day of the roundtable, Mr. Kim said<br \/>\nthat the majority of North Korean citizens, thirsting for news of the outside<br \/>\nworld, listen to the propaganda broadcasts, which fan the flames of their doubt<br \/>\nabout Kim Jong Un\u2019s regime. The majority of those who yearn for and decide to<br \/>\nflee to the South do so after hearing the broadcasts.<\/span>&nbsp;<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">He explained, \u201cBefore listening to the<br \/>\nbroadcasts, the citizens have no idea. But after they hear them, they realize<br \/>\nthe fact that the regime is deceiving the people. They share what they have<br \/>\nheard with their neighbors and friends. The most startling thing to learn was<br \/>\nthat the UN Secretary-General is a Korean- just that fact alone shocks everyone<br \/>\nwho hears it. Most defectors who come to the South after hearing the broadcasts<br \/>\nin North Korea say that hearing the broadcasts inspired animosity in them<br \/>\ntowards the regime, after which they began to listen to the radio. They<br \/>\nbegan to feel hatred towards life in North Korea itself.\u201d<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Mr. Kim also highlighted the fact that he<br \/>\nheard about the Arab Spring movement through the broadcasts, and learned of the<br \/>\ndeath of Gaddafi. \u201cIn North Korea, many people listen to the radio. If<br \/>\nthe UN were to guarantee for us, as they did for Libya, help in opposing the<br \/>\nregime, I believe that we would revolt as well. Right now there are regulations<br \/>\non guns and knives, but honestly the State Security Department (SSD) and<br \/>\nMinistry of State Security (MPS) are in the same boat that we are. My friend is<br \/>\nan MPS officer, but he collects South Korean DVDs and CDs and watches them in<br \/>\nsecret. These days, that\u2019s how it is among the North Korean elite,&#8221; he asserted.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">As far as listening to the radio in the<br \/>\nNorth, Mr. Kim told us that although frequencies can of course travel<br \/>\neverywhere, the problem is that sometimes, the authorities jam the signals,<br \/>\nwhich makes it very hard to listen. A lot of people listen to Radio Free Asia,<br \/>\nas it comes in the clearest.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">\u201cPersonally, there were some<br \/>\nprograms I liked on Open Radio for North Korea, so I used to tune in to those<br \/>\nas well. However, short, one-hour programs were easy to miss. They were often<br \/>\nfinished by the time I found the frequency they were on, because it takes about<br \/>\nan hour to find the correct frequency. If you want to broadcast to North Korea,<br \/>\nthe broadcasts should be at least 3- 4 hours in length so that people have a<br \/>\nchance to hear them,&#8221; he noted.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">As for the contents of the broadcasts, Mr.<br \/>\nKim recommends having defectors talk freely about their lives. For North Korean<br \/>\ncitizens enduring chronic electricity shortages, just the fact that electricity<br \/>\nis on here 365 days a year will be shocking.&nbsp;<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">\u201cWhen I came to the South, I was<br \/>\nsurprised that gas, water, lights, and electricity never shut off, and that I didn\u2019t<br \/>\nhave to worry about what I was going to eat or wear all the time. I\u2019ve been<br \/>\nhere for a year now, and am still amazed that the utilities haven\u2019t cut off<br \/>\nonce. I didn\u2019t even think this kind of life was possible. This little thing,<br \/>\ntalking about how for one year the lights haven\u2019t flickered for just a second,<br \/>\nNorth Koreans will never believe it. If people in the South can just mention<br \/>\nthis, it will be a big shock,&#8221; he said, adding that it is also important to<br \/>\ninclude information on how to defect, and give concrete examples of actual<br \/>\nsupport and policies that exist for defectors in the South.<\/span>&nbsp;<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Roundtable expert Lee Gwang Baek, who<br \/>\nrepresents Unification Media Group, also weighed in, saying, \u201cThe most important role that the<br \/>\nbroadcasts play is to reveal that what the regime says, that North Korea is a<br \/>\nparadise, that the creators of that paradise, Kim Il Sung and Kim Jong Il, are<br \/>\nthe Supreme Leaders, and that South Korea is a colony under imperialist America<br \/>\nwhere everyone is starving, is all lies.&nbsp;<\/span><span lang=\"EN-US\">The likelihood of North Korean<br \/>\ntraditional values and consciousness changing in response to broadcasts that<br \/>\ndetail the realities of life in South Korea is quite high. Social and systemic<br \/>\nchange are connected to this change in consciousness, and so this is the role<br \/>\nthat the broadcasts targeting North Korean residents should play.\u201d<\/span>&nbsp;<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\"><\/p>\n<p><\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Gwang Jeong Rae of the Seoul National<br \/>\nUniversity Institute of Communication Research agreed. \u201cIt is because the propaganda<br \/>\nbroadcasts pose the single largest threat to the North Korean dictatorship that<br \/>\nthe authorities work to regulate them so strictly.
