Occurrences of both individual and group
\nprotests by North Korean residents against Ministry of People\u2019s Security [MPS]
\nofficials threatening their right to economic activities continues to grow in
\nfrequency, Daily NK has learned. <\/span><\/p>\n

Clampdowns on markets have mitigated
\nexponentially since the onset of the Kim Jong Un era, which has led to
\nvitalization of market activities. Unlike in the past, the citizens are
\nadamantly protesting against the remaining regulations on market activities.
\nThey believe more strongly than ever that the authorities should not crack down
\non business activities—indispensable for people to be financially independent and self-reliant
\nin a system where state rations have long been absent.  <\/span> <\/p>\n

Daily NK\u2019s local sources across a number of
\nregions, including North and South Pyongan Provinces and North and South
\nHamkyung Provinces, have reported that continually ebbing market crackdowns and
\nregulations report that residents increasingly view forays into the business
\nsector as their \u201clegitimate right\u201d and \u201crefuse to sit idly by and watch MPS
\nagents try to take these rights away.\u201d<\/span> <\/p>\n

During Kim Jong Il\u2019s era, the majority of
\nNorth Korea\u2019s population understood market activities– no matter the purpose
\nbehind them– as an illegal arena, rendering collective protests a rare, if
\never, occurrence. The current climate, in which state propaganda has repeatedly called for a more self-sufficient population, breeds even more residents keen to serve as economic actors. This, according to our sources, all but ensures
\nfurther and more frequent backlash against attempts by the state to hamper
\nmarket endeavors.<\/span> <\/p>\n

A source in North Hamkyung Province weighed
\nin on these developments through a phone call with Daily NK on July 14th,
\nsaying, \u201cThere was a recent case in Hamhung wherein MPS and merchants got into
\na major skirmish after the agents tried to regulate their actions. By now,
\ntussles and confrontation between MPS agents and vendors have become common
\nnews.\u201d<\/span> <\/p>\n

She added that the authorities have no
\njustifiable grounds for clamping down on business endeavors when they are
\nincapable of allocating provisions to the population.  \u201cIf they were to
\nshutter the markets or implement stricter regulations at this point in time,
\nevery citizen would rise up [in protest],\u201d she asserted.   <\/span> <\/p>\n

Citizens are not alone in sharing these
\nsentiments–most authorities feel that crackdowns or regulations on the markets
\nare gratuitous, if not futile, given how developed and widespread the
\njangmadang [market] system is.<\/span> <\/p>\n

Not only that, on the same day, an
\nadditional source in the same province reported a recent riot targeting MPS
\nagents at Chongjin\u2019s Sunam Market. The skirmish ignited when an agent
\narbitrarily targeted a male merchant in his 60s for the old middle-school
\ntextbooks mixed in with the secondhand books he was hawking at his stall. <\/span><\/p>\n

When
\nthe books were confiscated he shouted, \u201cWhat does the state give us? We don\u2019t
\nget rations or wages. If I got even one of those two things I wouldn\u2019t be here
\ndoing this!\u201d according to the source.<\/span> <\/p>\n

Moreover, \u201cPassersby and merchants alike
\nnear the scene quickly stepped up to take the old man\u2019s side, wasting no time
\nin berating the MPS officials by shouting, \u2018What\u2019s wrong with what he said? Of
\ncourse we\u2019ve taken to market life–we\u2019re hungry! We have to make ends meet! Why
\nwould be put ourselves through arduous work like this if we could be full and
\nrich like you. Those who are full can\u2019t grasp the hunger of others,\u201d he
\nexplained.<\/span> <\/p>\n

Others at the scene chimed in, shouting,
\n\u201cNot even being able sell things without worrying–that\u2019s too suffocating a
\nreality,\u201d according to the source, who added that this micro incident is
\ndirectly reflective of a macro issue of citizens\u2019 frustration regarding the
\nauthorities.<\/span> <\/p>\n

The agent, visibly overwhelmed by the
\noutcries, tried to defend himself, shouting, \u201cIt\u2019s not my fault that the state
\nis not giving you rations. Go take your complaints to the district office,\u201d
\naccording to the source, who said that he fled directly thereafter, during
\nwhich citizens yelled after him, \u201c You\u2019re all the same–living off the
\nmoney of those struggling to get by!\u201d<\/span> <\/p>\n

He added, \u201cThe MPS agent took off in a
\nflash before the altercation could escalate further. Still, the tension hung
\nheavy in the air long after his departure and a lot of the residents on the
\nscene said that it helped them get [suppressed feelings] off their chests.\u201d<\/span> <\/p>\n

Meanwhile, as previously reported by Daily
\nNK, these latest trends come close on the heels of a riot between security
\nagents and vendors in Musan Market <\/font><\/a>and a tragic incident wherein a rice vendor
\nthrew herself off a cliff in defiance of a corrupt MPS official.<\/font><\/a><\/span><\/p>\n
