Image: Rodong Sinmun<\/a><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>Despite seeing completion last October,<br \/>\nfollowing orders from leader Kim Jong Un, only half of the units of a major<br \/>\napartment complex built near Pyongyang\u2019s Taedong River are currently occupied.<br \/>\nThe buildings were specifically built for faculty of Kim Chaek University of<br \/>\nTechnology, but the 46-story apartments have elevators that cannot fully<br \/>\nfunction due to power shortages, giving people more reason to shy away from the<br \/>\ncompound, a local Daily NK source reported.&nbsp;<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">\u201cThere are two 46-floor buildings that<br \/>\nserve as apartments for employees from Kim Chaek University of Technology. But<br \/>\nboth only have people in at the 20th floor and below,\u201d a source from South Pyongan<br \/>\nProvince told Daily NK on May 29th. \u201cEven though the authorities are telling<br \/>\nthem to move in, they are not doing so because life would be inconvenient.\u201d<\/span>&nbsp;<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">She explained that faculty members usually<br \/>\nprefer the seventh and eighth floors; floors above the 20th level are \u201cnot even<br \/>\nup for consideration.\u201d All are fully cognizant of the reality looming behind<br \/>\nthe shiny facade of the facilities&#8211;elevators that exist but fail to function properly. Despite the free residence, &#8220;nobody wants to move in,&#8221; she asserted.&nbsp;<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">\u201cThe Marshal (Kim Jong Un) may<br \/>\nbe able to use high-story apartments like this for propaganda about his love<br \/>\nfor citizens, but he cannot do so through less visually attractive issues such<br \/>\nas resolving the power shortage. That\u2019s why authorities simply focus on<br \/>\nbuilding ostentatious structures like this,&#8221; she went on to explain.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Construction for the apartments began in<br \/>\nAugust of 2013 under orders from Kim Jong Un, according to the source. Kim<br \/>\ndisplayed much interest in the buildings, inspecting the construction site<br \/>\nseveral times and chose it as his second destination to visit after reemerging<br \/>\nfrom a 40-day period of seclusion last year.<\/span>&nbsp;<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">North Korean media reported on Kim Jong<br \/>\nUn\u2019s attendance of the completion ceremony, claiming the complex embodies the<br \/>\nfruit of love for his people. However, as the poor living conditions have led<br \/>\nto a low rate of residency, the project is a much-criticized topic among<br \/>\nresidents chewing the fat. \u201cIt should have been built to suit reality,\u201d and,<br \/>\n\u201cIt was too great a stretch from the beginning,\u201d many have said, according to<br \/>\nthe source.<\/span>&nbsp;<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">\u201cThe elevator runs only during breakfast,<br \/>\nlunch, and dinner hours, so for long spans of time it will be impossible to get<br \/>\nto the 40th floor,\u201d the source said. \u201cThere isn\u2019t even a place for people to<br \/>\nput their bicycles, which are the most fundamental tools for people\u2019s<br \/>\nlivelihoods.\u201d<\/span>&nbsp;<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">In broader terms, ownership of a bicycle in<br \/>\nNorth Korea is still seen in much the same way today as ownership of a private<br \/>\ncar in the developed world; this is to say that in the absence of legal<br \/>\nobstacles it is within the reach for most families. They are considered an<br \/>\ninvaluable property asset and having to cart them up and down countless floors<br \/>\nof stairs with nowhere to store them safely drives residents away from the facilities.&nbsp;<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">\u201cHow does a high-story building make sense<br \/>\nin this situation?\u201d the source justifiably pointed out.<\/span>&nbsp;<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Compounding already poor conditions is the lack of available tap water. Tenants frequently turn on the faucet with not so much as a drop trickling out.<br \/>\nPumping water is the only solution&#8211;a terribly inconvenient one, according to<br \/>\nthe source, who added that everyone from ordinary residents to Party cadres<br \/>\nhave shirked any expectations at this point for lofty-level residential units.<\/span>&nbsp;<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">The source suggested myopic, expedient<br \/>\nplans as root for these&#8211;and most&#8211;problems besetting the nation. \u201cFactories produce cement all day and the<br \/>\nChosun People\u2019s Army is mobilized for all construction efforts, but the state<br \/>\nfails to consider electricity, water, and other essential components, so many<br \/>\nfeel that the Marshal seems unable to devise and implement long-term plans,&#8221; she concluded.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kim Jong Un made an onsite visit in October 2014 to the completed residential apartments for faculty of Kim Chaek University of Technology.
