Attention is on North Korea to see whether
\nChina will send a high-level official in time for late leader Kim Jong Il<\/span>\u2019s birthday [February 16th] celebrations scheduled for today and tomorrow.<\/span><\/p>\n

Following a visit from Beijing<\/span>\u2019s Vice Foreign Minister Liu Zhenmin last year to this event,
\nhigh-level diplomatic exchanges between the two countries have ground to a
\nhalt.<\/span> <\/p>\n

The unraveling of the once tightly-knit
\nrelationship, commonly referred to as a blood alliance, began in 2013, when
\nNorth Korea conducted its third nuclear test in February. Also, the purge of
\nPyongyang<\/span>\u2019s Jang Song Thaek, who was known for his
\nclose ties with China, further drove a wedge between the two countries.<\/span> <\/p>\n

South Korea<\/span>\u2019s
\nAmbassador to China Kwon Young Se recently said in an interview with South
\nKorean media, <\/span>\u201cIt<\/span>\u2019s not only
\nChinese scholars, but party members that say relations between the North and
\nChina are no longer the same, and that they have become more alienated.<\/span>\u201d <\/p>\n

With this change in ties, Pyongyang has
\nrecently been reaching out to Moscow in lieu of Beijing and speeding up
\neconomic cooperation, as evidenced by the joint development project to connect
\nNorth Korea<\/span>\u2019s port Rajin with Russia<\/span>\u2019s Khasan currently underway.<\/span> <\/p>\n

Also, Moscow has extended an invitation to
\nleader Kim Jong Eun for the 70th V-Day event in May to celebrate the country<\/span>\u2019s victory in World War Two. The leader is said to have given a <\/span>\u201cpositive response<\/span>\u201d to this, adding weight to
\nspeculation that relations are maturing between the two countries.<\/span> <\/p>\n

In light of these developments, some
\nanalysts believe China will make efforts to counterbalance the ties between
\nPyongyang and Moscow by working to improve ties with the North again. The
\nperfect occasion would be to send a high-level official to Kim Jong Il<\/span>\u2019s birthday celebration. Rumors that Party secretary Choe Ryong Hae,
\nwidely seen as among the most high-ranking officials in the country, will visit
\nChina fall in line with this current view.<\/span> <\/p>\n

China<\/span>\u2019s foreign
\nministry spokesperson, Hong Lei, in a press release on January 8th, Kim Jong
\nEun<\/span>\u2019s birthday, said, <\/span>\u201cWe hope
\nto improve the traditional, friendly, cooperative relations with North Korea,
\nbased on the principle of succeeding traditions, aiming for the future, holding
\ngood relations with neighbors, and enhancing cooperation.<\/span>\u201d <\/p>\n

These principles [of 16 characters in
\nChinese], previously the foundation for North Korea-China relations,
\ndisappeared last year only to reemerge this year, leading experts to believe
\nBeijing is signaling that it is willing to improve relations.<\/span> <\/p>\n

However, others caution against such
\nliberal interpretations. They also assert China would not send an envoy to the
\nNorth on Kim Jong Il<\/span>\u2019s birthday without Pyongyang
\nmaking any progress in denuclearization.<\/span> <\/p>\n

\u201cThe 16-character principle, which
\nresurfaced this year, leads me to believe there will be some kind of change
\nthis year,<\/span>\u201d Lee Tai Hwan, Head of the Regional Studies
\nDepartment at The Sejong Institute said in an interview with Daily NK. <\/span>\u201cBut this doesn<\/span>\u2019t mean that China will
\ncompletely reset its relations with the North different from last year.<\/span>\u201d <\/p>\n

\u201cThe move [referencing the 16-character
\nprinciple] may simply be a gesture to feel out the North,<\/span>\u201d he added. <\/span>\u201cThere has even been mention of a
\nPyongyang-Beijing summit, but that<\/span>\u2019s an overstatement;
\nthey aren<\/span>\u2019t likely even send a high-level official to
\nKim Jong Il<\/span>\u2019s birthday events,<\/span>\u201d
