Trams and boats are increasingly being utilized in field of distribution, and gaining popularity to the once dominant use of <a href=\"http:\/\/www.dailynk.com\/english\/read.php?cataId=nk02900&amp;num=6954\"><font color=\"#0000ff\">trucks and buses [servi-cha]<\/font><\/a> for the same purpose.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Amid the chronic shortage of power plaguing the country and disrupting general electric train service, internal<br \/>\ncombustion locomotives powered by diesel and small electric trams, which can<br \/>\nrun on batteries and require less electricity, are emerging at the forefront of goods transportation currently.<\/span>&nbsp;<\/p>\n<p class=\"MsoNormal\">\u201c<span lang=\"EN-US\">The Ministry of Railways and fisheries<br \/>\nenterprises are mobilizing diesel locomotives and all kinds of boats to rake in<br \/>\nforeign currency,<\/span>\u201d<span lang=\"EN-US\"> a source based in Gangwon Province<br \/>\ntold Daily NK on Thursday. <\/span>\u201c<span lang=\"EN-US\">Foreign-currency earning<br \/>\nenterprises and even individual vendors are able to get diesel locomotives and<br \/>\nfreight cars assigned to them as long as they pay the fee in USD to the<br \/>\nMinistry of Railways in Pyongyang or the corresponding province.<\/span>\u201d&nbsp;<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">He went on to explain that during power<br \/>\nshortages, electric trains run&#8211;at best&#8211;intermittently, but diesel trains can<br \/>\noperate as long as fuel is in supply.&nbsp;<\/span>\u201c<span lang=\"EN-US\">From<br \/>\nWonsan to Sinuiju, electric trains can take as long as up to a week, but diesel<br \/>\ntrains arrive on the same day,<\/span>\u201d<span lang=\"EN-US\"> he said, explaining their clear superiority as an alternative method of transport.<\/span>&nbsp;<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Following the July 1st Economic Management<br \/>\nReform Measures in 2002, which removed a number of state controls and extended<br \/>\nthe autonomy of companies, factories saw the emergence of <\/span>\u201c<span lang=\"EN-US\">extra money-makers,<\/span>\u201d<span lang=\"EN-US\"> who used trucks and<br \/>\nbuses [<i>servi-cha<\/i>] to move products, and now,&nbsp;the Ministry of Railways and<br \/>\nfisheries enterprises have jumped on the bandwagon. The consistent payments they receive from these&nbsp;<i>donju<\/i> for the vehicles ensures the relatively seamless distribution and transportation of goods.<\/span><\/p>\n<p class=\"MsoNormal\">\u201c<span lang=\"EN-US\">Small vendors that move within the<br \/>\nprovince most commonly use passenger vehicles, namely pickup trucks, or small<br \/>\ntrams,<\/span>\u201d<span lang=\"EN-US\"> the source said. <\/span>\u201c<span lang=\"EN-US\">In<br \/>\nthe case of coastal cities, they use a 30 to 200 horsepower fishing vessel from<br \/>\nfisheries companies to transport goods.<\/span>\u201d&nbsp;<\/p>\n<p class=\"MsoNormal\">\u201c<span lang=\"EN-US\">If you<\/span>\u2019<span lang=\"EN-US\">re trying<br \/>\nto move 60 tons of frozen fish on the roads to a different province, you would<br \/>\nneed six trucks, not to mention that you would have to cross dozens of checkpoints, which means<br \/>\nyou<\/span>\u2019<span lang=\"EN-US\">re going to incur a lot of losses [to bribes],<\/span>\u201d<span lang=\"EN-US\"> the source pointed out. He added that these new modes of transportation<br \/>\ndeliver goods directly to the desired destination, making them an economically<br \/>\nfavorable option over trucks and buses for <\/span>\u201c<span lang=\"EN-US\">extra money<br \/>\nmakers<\/span>\u201d<span lang=\"EN-US\"> pouring out from factories eager to reap a<br \/>\nprofit.<\/span>&nbsp;<\/p>\n<p class=\"MsoNormal\">Despite hefty fees, the benefits are self-evident for those who can afford to employ these services. \u201c<span lang=\"EN-US\">It costs 800 to 1,000 USD for a diesel<br \/>\ntrain or boat to run a 400 km strip, while it costs 300 USD per freight car<br \/>\nthat can load 60 tons,<\/span>\u201d<span lang=\"EN-US\"> he explained.&nbsp;<\/span>\u201c<span lang=\"EN-US\">These rentals guarantee priority delivery over regular trains, so<br \/>\nthe Ministry of Railways refers to them as <\/span>\u2018<span lang=\"EN-US\">command<br \/>\ntrains<\/span>\u2019<span lang=\"EN-US\"> [that operate under special orders].&#8221;<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>New forms of transportation and distribution spurred by popular demand in North Korea, creating the country\u2019s new affluent middle class, known as the donju, is reported to be on an upward trend.
