{"id":29698,"date":"2015-01-14T17:59:02","date_gmt":"2015-01-14T08:59:02","guid":{"rendered":"http:\/\/en.dailynk.com\/en\/?p=29698"},"modified":"2020-01-17T09:26:58","modified_gmt":"2020-01-17T00:26:58","slug":"real-estate-market-booming-in-sinu","status":"publish","type":"post","link":"https:\/\/www.dailynk.com\/english\/real-estate-market-booming-in-sinu\/","title":{"rendered":"Real Estate Market Booming in Sinuiju"},"content":{"rendered":"<p class=\"MsoNormal\">The real estate market in a strategic location of North Korea is heating up, with a recently new venture seeing apartment units being traded for up to<br \/>\n30,000 USD , the Daily NK has learned.<\/p>\n<p class=\"MsoNormal\">\u201c<span lang=\"EN-US\">Real estate development in Sinuiju City<br \/>\nhas been pretty active since two years ago,<\/span>\u201d<span lang=\"EN-US\"> a source<br \/>\nbased in the province told the Daily NK on Tuesday. <\/span>\u201c<span lang=\"EN-US\">Starting<br \/>\nlast July or August, construction for high-rises has been underway in the<br \/>\nChaeha-dong neighborhood.<\/span>\u201d<\/p>\n<p class=\"MsoNormal\">The apartments in Chaeha-dong are being<br \/>\nbuilt on joint investments from foreign currency-earning enterprises and the <i>donju <\/i>[the<br \/>\nnew affluent middle class], according to the source. To clear the way for the<br \/>\nlucrative project, Chaeha Market, the largest distribution market in the city,<br \/>\nhas been relocated to park grounds located in Namsang-dong.<\/p>\n<p class=\"MsoNormal\">While private property purchases remain illegal in<br \/>\nNorth Korea, beleaguered by economic hardship, the state dolls out tacit consent to these endeavors, encouraging increasingly more illicit trade within the burgeoning real estate market.<\/p>\n<p class=\"MsoNormal\">In areas like Sinuiju, a main portal to and from China, there is no shortage of solvent buyers eager and willing to pay for property in the area, knowing its value will only continue to increase.&nbsp;<span lang=\"EN-US\">The apartments taking over the Chaeha Market grounds are modern buildings of roughly 100 square meters, constructed from materials exclusively imported from China. Situated in a prime location near Sinuiju Customs House, the complex offers convenient transportation options compared to other locations, warranting the relative high prices, according to the source.&nbsp;<\/span><span lang=\"EN-US\">&nbsp;<\/span><\/p>\n<p class=\"MsoNormal\">Units in the complex come in three varieties, depending on their stage of completion: \u201c<span lang=\"EN-US\">If only the framework of the apartment is<br \/>\nput up, it is sold for 20,000 USD; if interior construction is completed, it<br \/>\ntrades for 25,000 USD; and if decorative touches are added, it fetches 30,000<br \/>\nUSD,<\/span>\u201d<span lang=\"EN-US\"> she explained. According to exchange rates in North<br \/>\nKorean markets on the 7th, 1 USD trades for roughly 8,000 KPW.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Labor for the cause consists of workers from<br \/>\nstate-run enterprises and <\/span>\u201c<span lang=\"EN-US\"><a href=\"http:\/\/www.dailynk.com\/english\/read.php?cataId=nk01500&amp;num=12171\"><font color=\"#0000ff\">8.3 Workers<\/font><\/a><\/span>\u201d<span lang=\"EN-US\"> with special expertise. The term, <\/span>\u201c<span lang=\"EN-US\">8.3 Workers,\u201d stems from a system where workers earn money outside<br \/>\ntheir state-mandated workplaces and present de facto tax payments back to their<br \/>\nemployers but also keep a portion of the profits. In this case, the &#8220;8.3 Workers&#8221; are sectioned off into &#8220;8.3 Units&#8221; of five to eight people, &nbsp;tasked with<\/span><span lang=\"EN-US\">&nbsp;plastering or putting down tiles in one unit within the residential<br \/>\ncomplex.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Regarding compensation for their work on the new building, &#8220;8.3<br \/>\nGroups&#8221; reach an agreement with the construction company, affiliated with a<br \/>\nforeign-currency earning enterprise, on rates and then work around the clock once ground breaks on the project. &#8220;Time equals money,&#8221; as the source said, adding that o<\/span><span lang=\"EN-US\">ne worker is estimated to receive<br \/>\nroughly 30,000 [3.75 USd] to 50,000 KPW [6.25 USD] a day of work and is guaranteed rations and meals.<\/span><\/p>\n<p class=\"MsoNormal\">For investors, however, the project yields far more significant returns. \u201c<span lang=\"EN-US\">If an individual invests in one of these<br \/>\ncompanies<\/span>\u2019<span lang=\"EN-US\"> real estate construction project, the<br \/>\nprofits are divided up 3:7 and the investor receives a 30 percent share from<br \/>\nsales of the completed property,<\/span>\u201d<span lang=\"EN-US\"> the source explained.<\/span><\/p>\n<p class=\"MsoNormal\"><i>Donju<\/i> invest in housing construction<br \/>\nprojects with these firms because they are unable to receive legal permission<br \/>\nfrom the Ministry of Construction to engage in such personal investments. Although <i>donju<\/i><br \/>\ninvolvement in these undertakings has been known to sometimes take the form of loans offered to construction firms at<br \/>\nlofty interest rates, this method proves less<br \/>\npopular for the simple fact that there is less guarantee for them to receive what<br \/>\nthey are owed; needless to say, &nbsp;no laws exist to protect these&#8211;by official North Korean<br \/>\nlaw&#8211;illicit transactions.<\/p>\n<p class=\"MsoNormal\">This fact propels most of the <i>donju<\/i> to invest in<br \/>\nthe permanence and relative stability property offers, all while skimming 30 percent<br \/>\nof the overall profits from the sale; it is also why the source speculated this form of<br \/>\ninvestment to continue to gain traction.&nbsp;<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">She added that demand for news persists on with unhindered growth. Party cadres and the <i>donju<\/i> continue to purchase completed units; &nbsp;in fact, many even buying two or three units<br \/>\nusing their relatives<\/span>\u2019<span lang=\"EN-US\"> names to ensure future usage.<\/span><\/p>\n<p class=\"MsoNormal\">Meanwhile, residents of Chaeha-dong in Sinuiju are currently residing at the<br \/>\nSinuiju Medical University dorms or at homes of their relatives. The source<br \/>\nreported that these temporarily displaced persons will be moving in, free of<br \/>\ncharge, to the newly built apartments following their completion.
