{"id":29068,"date":"2014-11-14T17:05:59","date_gmt":"2014-11-14T08:05:59","guid":{"rendered":"http:\/\/en.dailynk.com\/en\/?p=29068"},"modified":"2020-01-17T08:52:06","modified_gmt":"2020-01-16T23:52:06","slug":"darusman-icc-referral-a-must-for-n","status":"publish","type":"post","link":"https:\/\/www.dailynk.com\/english\/darusman-icc-referral-a-must-for-n\/","title":{"rendered":"Darusman: &#8216;ICC Referral a Must for NK&#8217;"},"content":{"rendered":"<p class=\"MsoNormal\"><span lang=\"EN-US\">Marzuki Darusman, the UN&#8217;s special rapporteur on North Korean human rights issues,&nbsp;remains steadfast in his stance that members of the North Korean leadership be held responsible<br \/>\nfor crimes against humanity, emphasizing that the issue will<br \/>\nnot be dropped.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">&#8220;I believe those responsible for human<br \/>\nrights violations in North Korea should be held accountable for their actions,<\/span>\u201d<span lang=\"EN-US\"> Darusman said at the 4th&nbsp;Chaillot&nbsp;Human Rights Forum in<br \/>\nSeoul on Thursday. <\/span>\u201c<span lang=\"EN-US\">We must take the proper steps to<br \/>\nensure referral of North Korea<\/span>\u2019<span lang=\"EN-US\">s human rights situation<br \/>\nto the ICC [International Criminal Court].<\/span>\u201d<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">He went on to reaffirm the international<br \/>\njudicial process as the best method available to hold the responsible parties<br \/>\naccountable for their actions and improve North Korean human rights.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">The special rapporteur expressed faith in<br \/>\nthe U.N. system&#8217;s ability to solve the human rights issues in North Korea<br \/>\nthrough various means of support, and noted that endeavors like that of the COI [Commission of<br \/>\nInquiry] &#8220;will make it possible to judge the potential for unification of<br \/>\nthe Korean Peninsula.&#8221;<\/span><\/p>\n<p class=\"MsoNormal\">\u201c<span lang=\"EN-US\">Based on past incidents at the U.N., in the case that the resolution on human rights in North Korea is<br \/>\nadopted, it will go a long way toward protecting peace and stability in<br \/>\ninternational society,&#8221; he continued. &#8220;[In order to achieve true<br \/>\nchange in North Korea] while continuing to apply pressure to those responsible,<br \/>\nurging cooperation from North Korea must also play a large role.<\/span>\u201d<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">The special&nbsp;rapporteur&nbsp;concluded by warning that although this pressure has placed the improvement of North Korean human rights within<br \/>\nsight, relentless efforts and a strong will are necessary to make them a<br \/>\nreality.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">In the same session, Lee Jung Hoon, South<br \/>\nKorea<\/span>\u2019<span lang=\"EN-US\">s Human Rights Ambassador, commented on North<br \/>\nKorea<\/span>\u2019<span lang=\"EN-US\">s invitation to Darusman for an in-country visit<br \/>\nin exchange fir the scrapping of the ICC referral, stating,&nbsp;<\/span>\u201c<span lang=\"EN-US\">[International society] has fallen into the trap of the North Korean<br \/>\nnuclear and security issue many times in the past.<\/span>\u201d<span lang=\"EN-US\"> He<br \/>\nnoted that while the North<\/span>\u2019<span lang=\"EN-US\">s invitation ostensibly<br \/>\nappears as a reasonable option, <\/span>\u201ci<span lang=\"EN-US\">n the end, it<br \/>\nwould only bring us back to square one.<\/span>\u201d<\/p>\n<p class=\"MsoNormal\">\u201c<span lang=\"EN-US\">We cannot repeat the same mistake,<\/span>\u201d<span lang=\"EN-US\"> he pointed out. <\/span>\u201c<span lang=\"EN-US\">North Korea<\/span>\u2019<span lang=\"EN-US\">s strong reaction to matters concerning its human rights is a good<br \/>\nsign: it proves this issue to be its Achilles heel. North Korea has showed signs of implementing related measures, and I see them as a clear opportunity to impose<br \/>\nchange there.<\/span>\u201d<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Robert King,&nbsp;U.S. point man for North<br \/>\nKorean human rights, was&nbsp;the third and final speaker of the Forum<\/span>\u2019<span lang=\"EN-US\">s &nbsp;first session, titled <\/span>\u201c<span lang=\"EN-US\">Evaluation on<br \/>\nStatus of North Korean Human Rights and Plans for Practical Improvement.<\/span>\u201d<span lang=\"EN-US\"> Addressing theories and suspicions of ransom or other exchange with<br \/>\nNorth Korea in the recent release of U.S. citizens Kenneth Bae and Matthew<br \/>\nMiller, King stated, <\/span>\u201c<span lang=\"EN-US\">Their return was a humanitarian<br \/>\neffort; there were no negotiations or promises of aid to North Korea involved.<\/span>\u201d<\/p>\n<p class=\"MsoNormal\">\u201c<span lang=\"EN-US\">North Korea announced their intention to<br \/>\nrelease the men independent of negotiations,&#8221; he concluded, adding that<br \/>\nthe release may be be associated with the North&#8217;s pursuit of better relations<br \/>\nwith the U.S., or efforts to stop the draft resolution, which outlines its crimes against humanity and calls for an ICC referral, from passing at the U.N.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Marzuki Darusman, the UN&#8217;s special rapporteur on North Korean human rights issues,&nbsp;remains steadfast in his stance that members of the North Korean leadership be held responsible for crimes against humanity, emphasizing that the issue will not be dropped. &#8220;I believe those responsible for human rights violations in North Korea should be held accountable for their [&hellip;]<\/p>\n","protected":false},"author":122,"featured_media":29070,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"wikipediapreview_detectlinks":true,"footnotes":""},"categories":[67],"tags":[],"class_list":["post-29068","post","type-post","status-publish","format-standard","has-post-thumbnail","category-news"],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v27.7 (Yoast SEO v27.9) -
