{"id":28939,"date":"2014-11-04T17:17:53","date_gmt":"2014-11-04T08:17:53","guid":{"rendered":"http:\/\/en.dailynk.com\/en\/?p=28939"},"modified":"2020-01-17T09:27:10","modified_gmt":"2020-01-17T00:27:10","slug":"prisoners-face-lethal-conditions-i","status":"publish","type":"post","link":"https:\/\/www.dailynk.com\/english\/prisoners-face-lethal-conditions-i\/","title":{"rendered":"Prisoners Face Lethal Conditions in Mines"},"content":{"rendered":"<p class=\"MsoNormal\">In its effort to normalize power production<br \/>\nas it struggles through a massive shortage in supply this year, North Korea has<br \/>\nbeen mobilizing prisoners from labor training camps to dig out coal, the Daily<br \/>\nNK has learned.<\/p>\n<p class=\"MsoNormal\">\u201c<span lang=\"EN-US\">Upon orders to produce more coal, the<br \/>\nstate has been forcing male prisoners, who have been sent to labor training<br \/>\ncamps for misdemeanors, to coal mines,<\/span>\u201d<span lang=\"EN-US\"> a source in<br \/>\nSouth Pyongan Province told the Daily NK on Friday.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Labor training camps refer to correctional<br \/>\nfacilities under the Ministry of People<\/span>\u2019<span lang=\"EN-US\">s Security that<br \/>\nhold criminals who have committed less serious crimes. They are held in these<br \/>\ncamps from anywhere between one to six months, where they carry out intense<br \/>\nlabor. Usually prisoners of these camps are mobilized to construction sites or<br \/>\nfarm areas, and coal mine work is considered an extreme exception,<br \/>\n&nbsp;reflecting the serious rate of power deficiency currently facing the<br \/>\nNorth.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">The prisoners are worked day and night at<br \/>\ncoal towns some kilometers away, eating and sleeping on site. Many of them have<br \/>\nbeen convicted of anti-socialist activities, such as not working [not going to<br \/>\nwork at a factory], selling CDs [with unauthorized content, namely foreign<br \/>\nmedia], and conducting other illegal business operations.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Their working conditions are abhorrent with<br \/>\nconditions that constantly threaten their lives. The shafts that prisoners work<br \/>\nin do not have any wooden lining to prevent unstable rock from falling,<br \/>\nexposing them to dangers of cave-ins at any moment.<\/span><\/p>\n<p class=\"MsoNormal\">\u201c<span lang=\"EN-US\">They don<\/span>\u2019<span lang=\"EN-US\">t even<br \/>\nhave safety lights. Instead they have to push a 1t trolley for a stretch of<br \/>\nmore than 300 m with only a carbide lamp [a simple lamp that produces light<br \/>\nfrom acetylene generated from the reaction between calcium carbide and water],<\/span>\u201d<span lang=\"EN-US\"> the source elaborated.<\/span><\/p>\n<p class=\"MsoNormal\">\u201c<span lang=\"EN-US\">Some inmates collapse from pulling the<br \/>\ncoal trolleys all day since they only get to eat corn kernels mixed with only a<br \/>\nbit of rice,<\/span>\u201d<span lang=\"EN-US\"> she said. <\/span>\u201c<span lang=\"EN-US\">They<br \/>\ncollapse more from respiratory problems than hunger though.<\/span>\u201d<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">As people get towards the deep end of the<br \/>\nshaft, they can easily experience breathing problems because of the lack<br \/>\noxygen. Ventilation is more important than anything, but there is none<br \/>\nprovided, and the prisoners are still forced to produce coal, according to the<br \/>\nsource.<\/span><\/p>\n<p class=\"MsoNormal\">\u201c<span lang=\"EN-US\">The prisoners who have respiratory<br \/>\nproblems aren<\/span>\u2019<span lang=\"EN-US\">t able to receive any treatment and are<br \/>\ndragged out of the shaft. Once they gain consciousness, they have to go back<br \/>\nin,<\/span>\u201d<span lang=\"EN-US\"> the source explained. <\/span>\u201c<span lang=\"EN-US\">Those<br \/>\nwho resist may face beatings from other inmates, who are ordered to do so by<br \/>\nthe on-site manager .<\/span>\u201d<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">She explained once such case, <\/span>\u201c<span lang=\"EN-US\">A<br \/>\nfew days ago, a prisoner in his 40s fell unconscious from suffocation and then<br \/>\ndied from the added malnutrition. He then received <\/span>\u2018<span lang=\"EN-US\">parole,<\/span>\u2019\u201d going on to add,&nbsp;\u201c<span lang=\"EN-US\">With more residents<br \/>\nlearning about the conditions at coal mines for those in labor training camps,<br \/>\nrumors are spreading that if you land yourself in a training camp, you come out<br \/>\ndead.<\/span>\u201d<\/p>\n<p class=\"MsoNormal\">\u201c<span lang=\"EN-US\">Women who have their husbands in these<br \/>\ncamps are passing on bribes to security officials and trying everything they<br \/>\ncan to get them out,<\/span>\u201d<span lang=\"EN-US\"> she asserted. <\/span>\u201c<span lang=\"EN-US\">As they get to know of how the inmates are working, not even because<br \/>\nof a serious crime, people are saying even during the Japanese colonial period<br \/>\nthey did exploit people this much.<\/span>\u201d<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">In the area of South Pyongan Province, the<br \/>\nprice of coal has risen to 20 USD from 18 USD a ton, while the planks that<br \/>\nshould be used to uphold the shafts are roughly 1,100 KPW a meter, according to<br \/>\nthe source. [1 USD = 8,300 KPW in South Pyongan Province currently]<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Meanwhile, the Party-run newspaper Rodong<br \/>\nSinmun <a href=\"http:\/\/www.dailynk.com\/english\/read.php?num=12475&amp;cataId=nk01700\"><font color=\"#0000ff\">recently published an article<\/font><\/a> stating, <\/span>\u201c<span lang=\"EN-US\">Power is<br \/>\nthe basic force behind the people<\/span>\u2019<span lang=\"EN-US\">s economy, and coal<br \/>\nis a staple and important resource for the Juche industry.<\/span>\u201d<span lang=\"EN-US\"> It encouraged coal production by further writing, <\/span>\u201c<span lang=\"EN-US\">The drought that hit us like no other in the past century has<br \/>\nrestricted our hydroelectric resources, and so the way to deal with this is to<br \/>\nproduce more by burning fossil fuels.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\"><br \/>\nIn the province of South Pyongan, major coal mines, such as Bukchang,<br \/>\nDokcho, 2<\/span>\u00b7<span lang=\"EN-US\">8 Jikdong, and Chonsong, are<br \/>\nresponsible for bringing in much-needed foreign currency.
