With Pyongyang taking a more aggressive
\nstance against an anti-North Korea propaganda leaflet campaign led by civic
\ngroups in the South, the issue has also become a topic of heated discussion at
\nSeoul<\/span>\u2019s parliamentary inspection of government offices.<\/span><\/p>\n

However, with some lawmakers issuing press
\nreleases containing inaccurate information about particular NGOs that focus on
\nNorth Korean issues, it has generated strong backlash from the community. It
\nhas been labeled an act tantamount to undermining the reputation of the civic
\ngroups involved.<\/span><\/p>\n

Opposition lawmaker Min Byung Doo from The
\nNew Politics Alliance for Democracy, who sits on the National Policy Committee
\nin parliament, cited data on the <\/span>\u201ccurrent status of
\ncivic subsidies<\/span>\u201d submitted to him by the Office for
\nGovernment Policy Coordination on Friday. He claimed, <\/span>\u201cOver
\nthe course of two years, from last year up until this year, four civic groups
\ninvolved in the propaganda leaflet campaign have received a total of 200
\nmillion KRW [190,000 USD] from the Prime Minister<\/span>\u2019s
\nOffice.<\/span>\u201d<\/p>\n

Included in the figures from documents
\nreleased by Rep. Min, in 2013 the Prime Minister<\/span>\u2019s
\nOffice has provided the group Love Republic of Korea with 30 million KRW, while
\nhanding out 40 million KRW to Network for North Korean Democracy and Human
\nRights [NKnet] and Union for North Korea Freedom, respectively.  <\/span><\/p>\n

\u201cThese groups are part of the Coalition for
\nDemocracy in North Korea and Alliance for Leaflets to North Korea that are
\nmainly behind sending the leaflets,<\/span>\u201d the lawmaker asserted.<\/span><\/p>\n

Unlike his claims, NKnet and Union for
\nNorth Korea Freedom said they have received funds from the Prime Minister<\/span>\u2019s Office, but they are unrelated to the leaflet campaign. The
\norganizations also have no ties to the two umbrella groups noted by lawmaker
\nMin.<\/span><\/p>\n

NKnet received money from the Prime
\nMinister<\/span>\u2019s Office for international conferences on the
\ntopics of North Korean human rights and unification. Union for North Korea
\nFreedom received funds for a public contest related to a theater production. The two
\ngroups launched strong complaints against Rep. Min for releasing information
\nthat proves to be factually incorrect.<\/span><\/p>\n

Choi Yong Sang, NKnet Director, told the Daily NK, <\/span>\u201cLawmaker Min has issued
\nmisleading information to make it look as if we [NKnet] received funds for the
\nleaflet campaign.<\/span>\u201d He added, <\/span>\u201cIt<\/span>\u2019s something he could have just verified by making one simple phone
\ncall. I don<\/span>\u2019t if I should call that being lousy or
\nlazy.<\/span>\u201d<\/p>\n

The director said he called Min<\/span>\u2019s office asking him to correct himself and clarify that NKnet has
\nnothing to do with the two alliances. However, Choi said he was met with the
\nresponse, <\/span>\u201cIf you haven<\/span>\u2019t sent
\nleaflets, show us the evidence.<\/span>\u201d<\/p>\n

Union for North Korea Freedom<\/span>\u2019s Director, Kim Min Su, also uploaded a post on social media
\narguing against Min<\/span>\u2019s claims. <\/span>\u201cUnion
\nfor North Korea Freedom has carried out projects with the aid of the Prime
\nMinister<\/span>\u2019s Office this year,<\/span>\u201d
\nit read, <\/span>\u201cbut we have never sent leaflets and have no
\nintention of doing so.<\/span>\u201d<\/p>\n

In reference to the slogan on Rep. Min<\/span>\u2019s official website, <\/span>\u2018Politics is for a
\nDecent Person to Undertake,<\/span>\u2019 Kim said, <\/span>\u201cI don<\/span>\u2019t know how he came to his conclusion
\n[on the issue of leaflets], but it seems to indicate that either he is not a
\ndecent person, or he is incompetent.<\/span>\u201d<\/p>\n

\u201cFor them, during the parliamentary
\nhearings, all they need to do is try to find fault with whatever insignificant
\nissue they can, but for NGO activists like us who work together based on shared
\nbeliefs, it<\/span>\u2019s the worst act of arrogance, both
\nphysically and emotionally that I don<\/span>\u2019t think he even
\nrealizes,<\/span>\u201d the director added.<\/span><\/p>\n

In response to this, an aide at Rep. Min<\/span>\u2019s office told the Daily NK, <\/span>\u201cIt was simply
\nto raise questions about the groups that had received aid from the Prime
\nMinister<\/span>\u2019s Office and have them reviewed, knowing the
\ngroups behind the leaflet campaign had received funds from that office.<\/span>\u201d<\/p>\n

When asked why they did not verify the
\ninformation with the groups involved, the aide responded, <\/span>\u201cWe put together the documents based on information reported by
\ncredible media outlets, which is why there is no problem.<\/span>\u201d This confirms the lawmaker<\/span>\u2019s office issued
\nthe data based on other media reports without checking with the named
