Payment for the use of
\nelectricity, as well as blatant discrimination in terms of supply, is causing
\nconsternation among locals in South Pyongan Province, Daily NK has learned.<\/span><\/p>\n

\u201cThe authorities began
\nto provide us with about five hours of electricity per day when the rainy
\nseason came; but they also began to take usage charges on it,\u201d a source in the
\nregion told Daily NK on August 7th. \u201cIt resulted in verbal clashes between
\nresidents and the officers dispatched by the Urban Management Office to gather
\nthe fees.\u201d<\/span><\/p>\n

According to sources
\ninside North Korea, the summer rainy season usually brings improved electricity
\nprovision: from 1-2hrs per day up to as much as 4-5hrs, as the country\u2019s key
\nhydroelectric turbines are able to operate at a higher capacity. Consumption is
\ncharged at a subsidized sum, approximately 80-100 KPW per month; although families
\nwith television sets, VCRs or DVD players, fans, rice cookers, etc. pay a
\nsurcharge of 100 KPW per device.<\/span><\/p>\n

Though pleased with
\nthe boost in supply, residents are resentful at calls from the revenue
\ncollectors. The \u201cwe gave it to you, and now you should pay\u201d approach of the
\nauthorities is annoying for people who are accustomed to getting by without
\npower the majority of the time.<\/span><\/p>\n

At the same time, electricity
\nsupplies to<\/span> enterprises and households
\nin North Korea often depend upon bribery; one must give to the local department
\nthat oversees the supply in order to get more of the power. The homes of key Party
\nofficials are themselves bribed into overlooking this with an unrestricted
\nsupply.<\/span><\/p>\n

Moreover, even in
\nperiods where electricity is not going to residential homes, it is possible to
\nbribe the Land Management Office or local enterprises for power, but this is
\nsomething that only private businesspersons and affluent families are likely to
\ndo. A middleman system has emerged, where residents who are able may pay third
\nparties to get a larger share.<\/span><\/p>\n

The source explained
\nthat it all means you can easily pick out the districts where Chosun Workers\u2019
\nParty officials reside, as they are the ones with well-lit apartments. \u201cThe
\nannoyance you feel when you’ve gone through your life without much electricity
\nand you watch them use it late into the night is indescribable,\u201d she said.<\/span><\/p>\n

\u201cWe have no use for
\nelectricity in the middle of the night, either, and find it irksome when the
\nlights suddenly come on,\u201d she also added.  <\/span>\u201cThey don\u2019t think about the people who are
\nhaving a hard time surviving, and while they are trading the nation\u2019s
\nelectricity supply, only the wealth of officials and the donju<\/i> is growing; and only they can use it,\u201d the source pointed
\nout.<\/span> <\/span><\/p>\n

And yet, \u201cThe paradox
\nis that without this system, the nation would probably be devoid of any kind of
\nelectricity provision at all,\u201d she concluded. \u201cTransformers are on sale in the
\nmarket [at 150,000 KPW average, with larger models costing up to 1,500,000 KPW]
