[imText1]On the 17th, at a youth meeting in Seoul, Hwang Jang Yop, the president of North Korean Democratization Alliance said \u201cKim Jong Il is using the nuke issue as a device to ignite conflict between the U.S. and China.\u201d<\/p>\n
President Hwang said, \u201cKim Jong Il has frequently said that a small country like ours must try to make large countries fight and we can get profit from the conflict.” However he asserted, \u201cWe must make sure that China and the U.S. do not contest each other. Only then will we be able to reunify.\u201d<\/p>\n
In response to recent anti-U.S. sentiment by the students he claimed, \u201cWe need to continue collaborations with the U.S. Amidst these difficult times crying \u201cautonomy\u201d is a childish act. In order to advance Korea, it will be positive to maintain close relations with the U.S.\u201d<\/p>\n
Hwang Jang Yop alleged on the 10th, \u201cJust because Kim Jong Il conducted nuclear experiments, we must not visit Kim Jong Il in North Korea for negotiations like former U.S. president Carter and former Secretary of State Albright.\u201d<\/p>\n
He said, \u201cKim Jong Il is not someone to negotiate or bargain with,\u201d and proposed that \u201cIn order to resolve the North Korea nuke issue, ultimately we must look towards isolating Kim Jong Il and transforming the regime.\u201d He strongly added, \u201cThe nuke issue cannot be solved with the 6-Party Talks.\u201d <\/p>\n
In regards to China agreeing to participate in the sanctions according to the U.N. resolution, he said \u201cChina is not going to simply embrace sanctions against North Korea. This is because China does not yet trust the U.S. For the North Korea-China alliance to be disconnected, first the U.S. needs to give its trust to China.\u201d<\/p>\n
Alternatively, in regards to North Korea\u2019s nuke advancement, he revealed, \u201cEven in 1993, North Korea had made decisions to conduct underground nuclear experiments. At one point, Jeon Byung Ho, the head secretary of Munitions Department in the Workers Party even came to me and asked ‘All the preparations for a nuke experiment have been made.
