Hosted by Jeong Hyung Keun Member of The Grand National Party, talks were made on the issue of North Korea\u2019s nuclear tests at the National Assembly on the 11th where Professor Yoo Ho Yeol of Korea University asserted \u201cNorth Korea\u2019s possession of nuclear weapons is utilized internally as Kim Jong Il\u2019s basis of power and so when the government becomes unstable or when it is time for succession, efforts will still be made to ensure that nuclear tests provide the basis of politics.\u201d<\/p>\n
Professor Yoo further remarked \u201cWith the declaration of possessing nuclear weapons in February last year, North Korea is wanting to receive recognition as a nuclear power and gain advantages in politics and military. It is inevitable that nuclear tests will be selected.\u201d<\/p>\n
Professor Yoo explained \u201cAs the U.S. continues its North Korea financial sanctions and if the U.N. North Korea resolution also implements influencial sanctions, the chances that North Korea will activate nuclear tests is considerably high.\u201d<\/p>\n
He further asserted \u201cNorth Korea\u2019s nuclear testing is primarily a military threat to inflict sudden symmetrical military change not a tool for political negotiations. It will not be possible to confront the military alone, therefore the Korea-U.S. alliance and neighboring countries need to collaborate closely and take aggressive action.\u201d<\/p>\n
Professor Yoo said \u2018In the case North Korea does enforce nuclear tests, the U.S, Japan and even China will unite in oppression and hence it\u2019s likely nuclear tests will be executed as little as possible.\u201d However he speculated \u201cChances are that North Korea will only partake in the six-party talks after it deems itself as a nuclear power through nuclear tests.\u201d<\/p>\n
Professor Kim Kyung Min of Hanyang University critiqued \u201cIn order to raise the effectiveness of nuclear weaponry the intensity of explosive destruction needs to be reduced. As North Korea\u2019s skills to reduce the level explosive affect appears to have limits it will be a long time before nuclear warheads are miniaturized.\u201d<\/p>\n
Furthermore, he asserted \u201cIf the nuclear tests are successful, the international community would follow with various sanctions and in the case the tests fail, it would be difficult to make use of the foreign card. As a result, it is not clear whether or not nuclear tests will be performed.\u201d<\/p>\n
Kim Tae Woo Chief researcher of the Arms Control Studies Division at the Korea Institute for Defense Analyzes prospected \u201cIf North Korea did enforce nuclear testing the reaction of the international community would be Anti-North Korea. Then, cooperative obligations to North Korea by China and Russia would weaken and the U.N. Security Council\u2019s North Korean resolution sanction would be passed.\u201d<\/p>\n
In addition \u201cIt is possible the U.S. is considering \u2018Immense (security) threats\u2019 and \u2018Existence (international order) threats.\u2019 If Public Security International (PSI) is inflated, the U.N.
