Inspect Agents Suspicious of Nuke Secrets, Locate to the National Security Agency

[imText1]The North Korean “People’s Safety Agency” which is similar to the South Korean local police uncovered that following the nuclear experiment last October 15th, “telephone orders” were made to each agency to tighten regulatory control such as night patrol.
This fact was revealed to the DailyNK by an inside source in North Korea where the “People’s Safety Agency Clause 273 telephone order” was made to the Chongjin Safety Agency in the — district of, — Bunjuso(a local police office).

The first order of the clause revealed “The People’s Safety Agency orders each and every member of the People’s Safety Agency and People’s Security Agency to be more severe on enemy spy schemes that may be conducted by enemies in relation to our recent underground nuclear experiment.”

The order made the following commandments “Each member of the safety agency should enforce strict control over defectors, criminal offenders, smugglers, people with Chinese relatives, people who travel for personal motives and rebels through military surveillance.”

The orders continued “The actions of persons mentioned above will be vindicated under clause 7 by each People’s Safety Agency in collaboration with the People’s Security Agency.”

In addition, the order commanded “Each member of the People’s Safety Agency should carefully regulate illegal persons, foreigners and roamers in their own districts through road control, resident inspection and night patrol and submit a systematic inspection report stating the movements and actions of people on a weekly and monthly basis.”

Also, additional orders were made “Each member of the People’s Protection Agency within the People’s Safety Agency, each member of the People’s Force should urgently collaborate and make a plan to enforce these regulations” and “While enforcing these regulations, if any persons seems suspicious of collecting materials regarding our national or military secrets such as our nuke secret, that person must reported to the Protection Agency and then located to the Safety Agency.”

Furthermore, it was revealed “Each member of the People’s Safety Agency should conduct inspections in collaboration with strong forces of the first location designated” and “The People’s Security Agency should secondly conduct night patrol.”

In the end, the order notified “Each member of the People’s Safety Agency should organize a meeting to enforce the above orders and report a statement of action and fixed countermeasures to the People’s Safety Agency no later than October 20th, 2006.”

Regarding this, a defector “Kim” who came to South Korea in 2000 said “A telephone order is a mode of conveying orders from a policy of a high ranking official to a lower ranking official” and “In North Korea, it takes a long time for a special document to be sent from the high ranks to the lower ranks, so before the official document is sent, telephone orders are frequently made.”

On the other hand, it was relayed that the People’s Safety Agency an organization similar to the police in South Korea, was until 1998 called the “Department of Public Security” and hence it is possible that many people still use the old title. In September 1998, at the first round of talks at the 10th Supreme People’s Assembly, the name Department of Public Security was changed and in 2000 April, at the 3rd round of 10th Supreme People’s Assembly the name was changed once again to the People’s Safety Agency.”
