MoU: Little Progress Made at Kaesong Complex

North Korea has made little headway on suggestions put
forward by South Korea following a restart of operations at the Kaesong Industrial
Complex last September, a representative from the unification ministry told press on the 8th.

“The Kaesong Industrial Complex North-South Joint Committee agreed
to meet once every quarter, but despite the South’s efforts this has
not occurred,” the representative said, adding that no progress had been made in bringing
internet to the complex, nor had the North attempted to foster a greater international presence.

“There are currently no technical barriers to the establishment of internet within the complex; all that is required is a meeting where an agreement is reached,” the representative added.

Additionally, it was confirmed, there has been no word from the North regarding internationalization,
like the establishment of an expo targeted at potential foreign investors.

It is believed the North’s inaction is an indirect means of
expressing dissatisfaction toward South Korea and the United States, who continue
to demand that the regime abandon its nuclear weapons.

Meanwhile, the South Korean government has confirmed a
Russian company dealing in seafood products is seeking to make inroads into the
complex.  The company’s application is likely to
be accepted if they meet the conditions laid out for international businesses, an official said.
