Daily NK has learned that management lectures are being delivered to enterprise managers in and around Pyongyang.
The news comes amidst confusion as to the North Korean regime’s economic intent. While the now famous ‘June 28th Policy’ of economic improvement measures was propagated to the domestic audience in various ways during July and August, the original implementation date of October 1st passed without further comment.
Nevertheless, this latest news appears to indicate that the policy (subtitled ‘On the establishing of a new economic management system in our own style’) is still alive and slated for eventual implementation.
A Pyongyang source told Daily NK on the 21st, “Some days ago an official from the Central Party came here and gave us a lecture about factory management methods.”
However, the source added, “At the end he asked if the audience understood, and we said we didn’t get it. The main questions people asked were about the ‘wage-based system’.”
Pyongyang is the only place where this type of lecture has been going on, according to Daily NK sources from around the country. It may be that the authorities plan to implement the policy on a trial basis in certain enterprises in order to limit the fallout in the event of failure, or that a lack of trained lecturers is limiting the speed with which the work can be done.
A source from Shinuiju confirmed, “People did say that lectures like that were going to begin in October, but they did not happen and there has been no official word,” while a second source from Hwanghae explained, “I heard it’s not going to start immediately; rather, it will kick off sometime in December.”
Meanwhile, the Pyongyang source also reported that the lecturer there did not explain how the ‘wage-based system’ is going to work in more detail. For example, asked by one manager whether individual enterprises would be required to obtain the money to pay the increased wages for themselves, he merely declared, “Marshal Kim Jong Eun will provide it all personally.”
“The lecturer told us that Kim Jong Eun said, ‘People who cannot follow my policy should just move aside,’ adding that if we trust our Marshal and follow him, all will be well,” the source added.
