North Korea is reported to establish a ¡°Flood Damage measure command¡± and restoring the damage since a big damage was inflicted in South Hamkyung Province, Gangwon Province, and Kaesong City due to the heavy rain in July 21st to 23rd.

Official of the Ministry of Land Environment Protection, stated Kim Kyung Su explained about the recent flood damage situation screen during his appearance in Chosun Central TV on the evening of July 27.

He stated that in case of Shinheung, South Hamkyung Province, raining continued from July 18 to 20 and also due to 179 millimeters of heavy raining on July 21 increased the water level of the Sungcheon River to 385 millimeters. 220 houses and 65 public buildings were completely destroyed. He added that several bridges including the Yongshin Bridge, which connects Younggwang and Shinheung, more than one kilometer of road, and approximately five square kilometers of fields are flooded.

The broadcast announced that workers of dressing plant in the Bujeon Daeyang Mine faced a critical situation due to the flood, however, no casualties were created since a helicopter was mobilized according to Kim Jong Il¡¯s order.

In case of Jakang Province, during July 23rd approximately 630 houses were either flooded or destroyed and as the water level increased some roads between Jeonchun and Manpo, 20 bridges, and five square kilometers of farmland were sank.

In case of Kaesong, big damage was reportedly inflicted by the heavy rain from July 12 to 19.

The damage in Gangwon Province was bigger. The broadcasting stated that, "Around 5 A.M. of July 23, flood from the valley joined the water coming out of Wonsan Youth Power station and destroyed 30 meters of sightseeing road in Wonsan city of Pyongyang in three meters depth. Along with the road, supply pipe of spring water for Wonsan and waterworks pipe, which provides a drinking water to Sungdon-district, have collapsed. A communication cable of the power plant was cut and affected the production of electricity."

The broadcasting reported about the process situation of damage restoration. South Hamkyung Province including Shinheung, which was damaged, Gangwon Province, Jakang Province, and Kaesong already established ¡®flood damage measure command¡¯ and also workers and laborers are mobilized for the damage restoration project. Also, it added a complete mobilization of machine methods including drilling machine and material supply.

Meanwhile, the flood damage allegedly did not have a special effect in management of Kaesong Industrial Complex. An official of Ministry of Unification stated on July 29th that, "There is no particular damage to Kaesong Industrial Complex. As the result of checking Kaesong Industrial Complex, there appears to be a no problem in attendance situation of the worker."

Related to the matter of damage restoration support, the official stated, "It is not a situation to review North Korea aid project." He commented that, "(When the damage was inflicted, in the past North Korea) requested for a support through the organization in regular Inter-Korea relations but now, they mention about the damage instances. However, they do not show a movement to request for a help to international community."
