It has been confirmed that Col. General So Hong Chan is North Korea's new 1st Vice Minister of the People’s Armed Forces.
Following the lead of Chosun Central News Agency (KCNA), Rodong Sinmun reported the news on Monday during its front page coverage of Kim Jong Eun’s onsite inspection at Foodstuff Factory No. 354, a military facility.
So's predecessor, Jeon Chang Bok had not been spotted in the North Korean media since August 17th, when Kim Jong Eun went to inspect Masikryeong Ski Resort in Gangwon Province. Accordingly, it is likely that So’s promotion took place on August 26th during an enlarged meeting of the Central Military Commission of the Chosun Workers’ Party held in Pyongyang.
