All sections of the North Korean military, security forces and ordinary citizens are now involved in wide-ranging military and civil defense exercises following the declaration of a ‘quasi-state of war’ on the 26th.
‘Quasi-state of war’ is the military readiness condition one step below ‘state of war.’ Accordingly, the Chosun People’s Army, National Security Agency (NSA), People’s Safety Ministry (PSM) and every people’s committee is required to adopt an emergency footing, while private economic activities are strictly controlled for the duration.
An inside source told Daily NK today, “Our soldiers are engaging in wartime exercises so that they are all ready to fight: they have been given emergency food supplies sufficient to last a week and dispatched to underground tunnels and into the border regions. Equipment including tanks, armored and support vehicles has been concealed in tunnels and bunkers.”
“Soldiers don’t just wear their armored headgear at all times; they also sleep in their military uniforms,” the source added. “In particular, those along the frontline must stay in their tunnels continuously for the duration of the exercises, while the navy lives on its vessels and pilots remain with their airplanes.” All military vehicles are fully fuelled for the duration, he added.
Meanwhile, one high-level defector explained the role of the security services to Daily NK this morning, saying, “The primary mission of the NSA during a quasi-state of war is to assess the actions of the people. They mobilize their sources to monitor possible reactionary elements, pick up on rumors and check on propaganda.”
“All provincial, city and county cadres from the military, Party and administration gather their emergency packs and go to their offices," he added. "These cadres are meant to encourage people managing the ‘quasi-state of war’; some remain on standby 24 hours a day.”
According to sources and defector testimony, agents from the PSM and NSA patrol with guns day and night to ensure that people do not travel, while Local Reserve Forces and Worker and Peasant Red Guards work in their military uniforms, as do college students.
