The North Korean authorities have distributed rations of corn to citizens of some urban areas, Daily NK has learned. According to inside sources, the measure was designed to calm discontent at ongoing mass mobilization for military exercises and other public activities that have been curtailing market activities.
According to an inside source, people from Onsung County deemed to be in a state of serious food insecurity have been issued with 15kg of corn, while in Hyesan each dwelling has received 10kg of corn without regard for the number of people resident there. In Shinuiju there has been distribution of a few kilos of grain in some areas. Nothing appears to have been distributed to residents of outlying villages and rural areas.
An Onsung County source told Daily NK, “The corn we received was not from wartime supplies held in the No.2 Store. The authorities said that because the enemy is coming we must tolerate the situation for the time being, but they gave 15kg of corn to those households in real difficulty.”
According to the source, the distribution occurred because of elevated discontent at the scale of disruption being engendered by the ongoing mass mobilization. “15kg may be of use to some families with nothing, but ultimately they need to withdraw the controls put in place for the military training,” the source noted.
A source from Hyesan explained what happened there, saying, “They imposed the wartime posture and started training exercises on the 11th, and on that afternoon they started handing out 10kg of corn to each household without regard for the size of the family,” while the Shinuiju source stated, “I know that grains have been distributed in some places near the center of the city. However, towns and provincial areas got nothing, making life particularly hard for them.”
The sources have all said that market regulations have been more rigorously enforced since the distribution, and that People’s Unit meetings and workplace lectures have been warned that people who are not prepared for war as per the rules will face serious punishment.
