Daily NK has learned that the case of a market management office manager from Chongjin who was arrested for corruption at the end of 2009 has finally ended in her execution. However, comments the woman made at the time of her investigation about North Korea’s failure to construct a strong and prosperous state live on.
A source from the city told Daily NK yesterday, “The woman, having been detained by the provincial security forces for three years on Kim Jong Il’s orders, was recently executed. She was beaten heavily and died a miserable death, but we can say that she had won her bet with Kim Jong Il about whether North Korea really could build a ‘strong and prosperous state’.”
According to the source, the woman, a former second lieutenant and political commissar with the Ministry of the People’s Armed Forces, had been a manager at Sunam Market in Chongjin for roughly four years at the time of her arrest. While managing the market she allegedly worked in collusion with Party cadres, including the provincial Party Organization and Guidance Department secretary and Party chief-secretary of Sunam district, to amass millions of dollars in bribes and other payments.
One of the main ways the woman apparently obtained the illicit money was by officially reporting the registration of four thousand 1m x 1m stalls within the market, but actually leasing a greater number of smaller stalls and pocketing the stall taxes levied on each additional trader for herself.
She allegedly amassed approximately $4 million in this way, the source claimed, which allowed her to pay off other market managers and local security agents. Since powerful local Party cadres were implicated in the scheme, she was able to get away with it for a number of years. However, the incident eventually reached Kim Jong Il, who ordered an investigation that revealed the nature of her crimes.
It was during the preliminary stage of the corruption investigation that the women is alleged to have delivered the damning words that have since made her famous, telling investigators that “The construction of a strong and prosperous state is a nonsensical dream. If the strong and prosperous state is constructed by 2012 I will eat my hat.”
Although her crime had been corruption, it was this statement that is rumored to have sealed the woman’s fate, with local people claiming that Kim Jong Il, when told about it, instructed the security forces to keep her detained for three years so as to “let her see the construction of the strong and prosperous state for herself.”
The source also explained how local people see the story now the woman is dead, saying, “Since even the phrase ‘strong and prosperous state’ was already disappearing by then, what the market manager said was right. She had beaten Kim Jong Il.”
