Kim Jong Eun’s recent “focus on science” appears to be a move to provide favors to those scientists and engineers working on sensitive state projects. Specifically, many analysts believe that “Unha Scientists’ Street” is for personnel who have contributed to North Korea's successful long-range missile and nuclear tests. Such tests are promoted as the greatest achievements of the Kim Jong Eun regime.
Located in the outskirts of Pyongyang, the recently built street boasts 21 multi-story apartments capable of accommodating 1000 families. It contains a number of in-house facilities including a school, hospital, nursery and kindergarten. Parks and recreation areas are also located nearby.
During one of his several visits to the site, Kim Jong Eun remarked, “Our scientists are the first to enjoy the fruits of our strong country as they receive palace-like houses for free, all thanks to the benevolent affection of the Party.”
North Korea experts say that Kim Jong Eun’s emphasis on science is rooted in his desire for weapons development. Indeed, high-ranking officials who have accompanied Kim on his site visits include the Director of the Second Academy of Natural Sciences Choe Chun Sik, who was decorated as a “Hero of the Republic” last year for his role in the successful launch of a long-range missile. Hong Sung Mu and Pak To Chun, both heavily involved in North Korea's military and weapons industries, have also been spotted in Kim's entourage.
Kim Kwang In of the North Korea Strategy Center told Daily NK that, “The regime is providing scientists who have fulfilled their national duty of developing missiles and nuclear weapons with payment and other favors in order to raise their morale. The regime is probably trying to say something like ‘This is what you’ll get if you’re loyal to us.’”
“The regime will continue to emphasize that missile and nuclear weapons development, as well as the development of the sciences, are the achievements of Kim Jong Eun. The regime may well task scientists with linking scientific development to the People’s Economy.”
A high ranking defector also noted that, “North Korea’s economic difficulties make it impossible for the regime to construct housing that would bring about an overall improvement in ordinary people’s lives. Providing favors to those who show loyalty is just what Kim Jong Il did, and the construction of these houses is motivated by a focus on missile and nuclear weapons development rather than any new emphasis on scientific development.”
