The World Intellectual Property Organization (WIPO) moved to address concerns regarding its Technical Assistance Program to North Korea in a press release on July 19th.
WIPO Director General Francis Gurry stated in the release, “The [WIPO] Secretariat is treating concerns relating to the Organization’s technical assistance programs to countries that are the subject of UN sanctions with the utmost seriousness.”
The statement explained that WIPO, a specialized UN agency, has now established new procedures for countries such as North Korea and Iran that are under UN sanctions. These require additional “guidance and clearance” from WIPO’s Legal Counsel prior to any activities in sanctioned countries and, where possible, consultation with the relevant UN Sanctions Committee. WIPO has also ended all provision of IT hardware to North Korea.
WIPO continues to assert that its technical assistance to North Korea and Iran “was not in breach of UN Sanctions,” despite allegations coming from the House Committee on Foreign Affairs, in particular committee chairwoman, the Florida Republican Ileana Ros-Lehtinen. However, it hopes to have assuaged fears with the latest measures.
