Ri Gun, the American affairs department head within the North Korean Ministry of Foreign Affairs and Pyongyang¡¯s representative at informal talks with a U.S. delegation in Germany last weekend, has reaffirmed that North Korea¡¯s long-range rocket launch is to go ahead.

Departing Berlin for China following the weekend seminar held by The Aspen Institute, Ri responded to the question ¡°So there is no change to the ¡®Gwangmyungsung 3¡¯ launch plan?¡± by saying, ¡°That is correct.¡±

The discussion with former U.S. Ambassador Thomas Pickering and former Six-Party Talks head Christopher Hill were, Ri added, ¡°Frank and useful; we understood each other and had no difficulties in conversation.¡±

Ri also sought to emphasize the peaceful nature of the impending launch, commenting, ¡°The launch of ¡®Gwangmyungsung 3¡¯ will be helpful for North Korean farming.¡±

Meanwhile, in Monday¡¯s State Department daily briefing, spokesperson Victoria Nuland moved to play down the nature of the talks in Germany, saying, ¡°There was no government meeting, if that¡¯s what you¡¯re asking. There may have been some Track II encounter between North Koreans and Americans, but there was no government meeting.¡±
