¡°The complete disarmament of North Korea¡¯s nukes is impossible. Even if the measures are implemented, North Korea's progress may be nothing more than a fabrication and an attempt to dismantle it partially.¡±
The Network for North Korean Democracy and Human Rights (NKnet) and the Citizens United for a Better Society (CUBS) held a forum on the 25th on the topic of North Korea-U.S. relations. Mr. Song Dae Sung head researcher of the Sejong Institute said, ¡°North Korea completely disabling its nuclear weapons is symbolic of the Kim Jong Il regime surrendering its ideology of supreme militarism.¡±
For the complete abandonment of North Korea¡¯s nuclear weapons, the U.S. must have the utmost faith in North Korea, North Korea must surrender its ideology of supreme militarism, U.S.-North Korea relations must normalize and 4 conditions must satisfy the security of the regime, he said.
Mr. Song said, ¡°In the case the U.S. shows utter faith in North Korea abandoning its nuclear weapons or conversely apposite negotiations are made, a completely different result may be incurred¡± and analyzed that either North Korea¡¯s actions will tend towards completely abandoning its nukes or a fabrication would occur in accordance to U.S. attitude.
He said, ¡°There is a high chance that the North Korea issue will come to a stalemate. This may occur if the U.S. calculates that normalization of U.S.-North Korea relations would better aid national interests than the abandonment of North Korea¡¯s nuclear weapons.¡±
On a different view, Lee Choon Kuen, Vice President for the Center for Free Enterprise stressed that the U.S. has not abandoned its aim of convincing North Korea to completely abandon its nukes.
¡°Since 2002, the U.S.¡¯ approach towards North Korea was for the removal of North Korea¡¯s nuclear weapons¡± he said and added, ¡°Throughout the past, the U.S. has placed efforts in making North Korea on U.S.¡¯ side by preparing North Korea for democratization.¡± He explained that U.S. policy was to mediate change on the government and that, ¡°If North Korea does change towards the U.S. desirable friendly government, then the dangers of North Korea¡¯s nuclear weapons would be automatically removed.¡±
Further Mr. Lee said, ¡°If the U.S. abandons the Kim Jong Il government¡¯s anti-U.S. attitude and follows its own interests, then the North Korea issue could be finally resolved¡± and urged, ¡°Following the Feb 13 Agreement, the U.S. would like the international society to proceed with its desired steps.¡±
Conversely, Professor Yoo Ho Yeol of Korea University said, ¡°Recognizing North Korea as a nuclear state must never occur under any circumstances during the process of resolving North Korea¡¯s nuclear issue¡± and insisted that this was a political measure in case North Korea brought up the topic of the military and nuclear weapons in a position of being a nuclear possessing state.
He argued, ¡°While the government is strictly controlling North Korea¡¯s interference and intervention on the upcoming South Korean presidential election, it should not hastily push for the Summit talks with only a few months left.¡±
Professor Jung Ok Im of Sun Moon University said, ¡°There is a possibility that political backlashes will be incurred if Summit talks do not solve North Korea¡¯s nuclear issue with the presidential elections being prepared.¡±
Minister Hwang Jin Ha of the Grand National Party said, ¡°The ¡®body of North Korea and heart of presidential elections¡¯ must be suspended as it will not resolve the North¡¯s nuclear issue properly¡± and added, ¡°A change towards rational and reasonable North Korea policy is needed for the abolition of North Korea¡¯s nuclear weapons.¡±
Chief Editor Sohn Kwang Joo of the DailyNK said, ¡°Following the Feb 13 Agreement, North Korea¡¯s aim will be to normalize relations with the U.S.¡± and speculated, ¡°If there is nothing for North Korea to gain through the agreement, then North Korea will strategically delay the agreement.¡±
Mr. Sohn prospected, ¡°Though the U.S. does not have any forceful measures to react to North Korea¡¯s tardiness regarding the agreement, North Korea will continue to maximize its mentality depending on the U.S. so its can attain it owns gains.¡±
