"RO" Links to North Korea in the Spotlight

National Intelligence Service (NIS) officials and prosecutors investigating Unified Progressive Party (UPP) lawmaker Lee Seok Ki for “conspiracy to commit a rebellion” say they have uncovered evidence suggesting that members of the East Gyeonggi Coalition, the so-called “Revolutionary Organization (RO)” at the center of the Lee case, could have links with North Korean entities charged with operations against South Korea.

An official revealed on September 2nd, “It appears that Lee and other RO members were linked with a North Korean subversive organization.”

The NIS says that members of the RO visited North Korea, either individually or as a group, and that this supports the possibility that the organization itself has links with North Korea. The authorities argue in their application for Lee’s arrest that he should be incarcerated due to the likelihood of his having ties to North Korea.

The Ministry of Unification has confirmed that Lee visited the Mt. Geumgang tourist resort twice, in 2005 and 2007. This is not illegal; however, NIS officials and prosecutors are investigating whether Lee ever entered North Korea-proper, or met with North Korean officials in China or other countries.

The NIS is using items it obtained during its searches of members’ offices and homes to determine whether the group itself has genuine and verifiable links with North Korea. These items include voice recordings, a lecture plan emphasizing “organizational life” in keeping with North Korea’s plan to revolutionize South Korea, ten items including copies of the Rodong Sinmun, ten audio tapes, seventeen CD-DVDs, and seven floppy disks.

The NIS has found further evidence that members exchanged e-mails regarding “a plan to support North Korea’s submarines” and other military elements. The NIS obtained emails exchanged between members in Suwon from late last year to early this year. The emails were encrypted and needed a special decryption program to gain access to the contents, prosecutors say.
