North Korea Makes Sudden Move on KIC

North Korea has proposed a seventh round of inter-Korean working-level talks on the future of the Kaesong Industrial Complex (KIC). If the proposal is accepted, the talks will take place at Kaesong on August 14th.

The Committee for the Peaceful Unification of the Fatherland, a North Korean entity that oversees strategy targetting South Korea, issued the proposal earlier today.

It noted that North Korea is ready to: ▲ withdraw its temporary closure of the KIC and allow South Korean enterprises unrestricted entry; ▲ guarantee the provision of labor to enterprises that are ready to resume production; ▲ guarantee the security of South Korean personnel and assets; and ▲ ensure no future repeats of the closure.

If South Korea responds positively to the proposed conditions then the seventh round of talks can take place, the North Korean statement declared. It added that the date would allow for “joyful news” to be given to the people of the two Koreas on August 15th. This is the day Korea was liberated from Japanese colonial rule in 1945, and is a holiday in both Koreas.

The North Korean move comes nine days after the South Korean government suggested a seventh round of talks, a proposal that the Pyongyang ignored.
