Letter Brings No Progress on Kaesong

Hyundai Group Chairwoman Hyun Jeong Eun returned from a one-day trip to North Korea over the weekend bearing a hand-written letter from Kim Jong Eun.

Kim did not meet Hyun personally; the letter was delivered by Wong Dong Yon, the Vice Chairman of the Chosun Asia-Pacific Peace Committee. Both Wong and Hyun were attending the 10th anniversary of the death of the late Hyundai Group head, and Hyun’s husband, Chung Mong Hun.

Chung famously jumped from an office window in Seoul in 2003 after being charged with doctoring company books to hide the transfer of hundreds of millions of dollars to North Korea in payments for the first inter-Korean summit.

The letter expressed Kim Jong Eun’s condolences at Hyun’s loss, and conveyed his best wishes for the Hyundai Group in the future. However, no mention was made of the stalled Kaesong Industrial Complex.

Rather than a step forward for inter-Korean relations, the letter is a reflection of the importance North Korea places on 5 and 10-year anniversaries of a death. Kim Jong Il also sent a wreath and a hand-written letter in 2011 to mark the 10th anniversary of the death of the Hyundai Group founder, Chung Ju Yung.
