MOU Notes Declining Rhetorical Threat Level

The Ministry of Unification (MOU) has acknowledged that there are now fewer threats, accusations and criticisms of South Korea coming from North Korea than was the case in March and before.

The Ministry of Unification noted the change, which began in mid-April, in a new report, Trends and Policies Related to the Kaesong Industrial Complex, which was submitted to the National Assembly Foreign Affairs and Unification Commission today.

According to the report, North Korea published or broadcast an average of 40 accusations and threats against South Korea per day on average in March; but this declined to 21 times in early April and just 13 times in late April.

The main subjects of the attacks included the Kaesong Industrial Complex and other inter-Korean issues, as well as combined ROK-U.S. military exercises and cross-DMZ leafleting by South Korean NGOs. North Korea also mentioned issues such as the transition of wartime operational control and the cost to the South Korean taxpayer of housing U.S. troops on South Korean soil.

Elsewhere, the ministry said that internal trends in North Korea reveal that the leadership is focused on inspecting enterprises, farms and public amenities, mainly in the economic sector, something that the report notes is in line with the latest propaganda trends, which emphasize the need for economic improvement as well as military development.
