Kerry: China Keeps North Korea Going

US Secretary of State John Kerry has urged greater cooperation with China on relations with North Korea, saying, "I think it's fair to say that without China, North Korea would collapse.

"China is a significant banking conduit for the North," Kerry told the House Foreign Affairs Committee on the 17th. "China provides significant food aid to the North. Therefore I think it's important for us to work with China.

I think China has indicated its willingness to work with us, he also noted.

Citing ways in which China supports the regime of Kim Jong Eun, Kerry noted that China meets a great many of North Korea's fuel needs, alongside food and financial services support.

Though Kerry is a supporter of talks with North Korea more generally, he noted that Park Geun Hyes Korean Peninsula Trust Process has little chance of gaining traction unless or until the United States and China come together to work on the North Korea problem.

"She obviously can't do [the trust process] in the middle of this kind of process," he said. "My hope would be that the Chinese will come to the table in a way that they never have before."

However, he said, reiterating the United States fundamental position on North Korea, "We're not going down the same old road. We're not going to reward them and come to the table and get into some food deal without some pretty ironclad concept of how we're going forward on the denuclearization."
