There are concerns that North Korea may be preparing to conduct a fourth nuclear test at its test site in Kilju County, North Hamkyung Province. However, the South Korean government has attempted to play down the dangers.
Adding to comments from Minister of National Defense Kim Kwan Jin last week, Minister of Unification Ryoo Kihl Je told a parliamentary committee early on Monday, “As of now the only thing we can say is that there are signs,” but, “It would be inappropriate to say more at this time because it is an intelligence matter.”
On the 7th, prior to Ryoo’s comments, a conservative daily newspaper in Seoul declared that a test may be imminent, citing an unnamed government official as saying, “There is active movement of people and vehicles near the third tunnel at South Punggye-ri,” before claiming the existence of parallels with North Korea’s last nuclear test, which took place on February 12th.
However, the Ministry of Unification subsequently moved to play down the rumors of a fourth test, saying that Ryoo had intended to note simply that North Korea could conduct a test at any time and that "Vehicles and personnel have showed movement near the southern tunnel at the Punggye-ri site, but they are seen as normal activities."
